OSHA Construction Advisory Committee To Meet August 27-28 In Spokane, Washington; Three New Members Appointed

The Advisory Committee on Construction Safety and Health (ACCSH) will meet on August 27-28 at the Spokane Research Center of the National Institute for Occupational Safety and Health (NIOSH), 315 East Montgomery St., Spokane, Wash.

Assistant Secretary of Labor for Occupational Safety and Health (OSHA) Joseph A. Dear, also announced the appointment of three new committee members: Owen Smith, Anazalone & Associates, Sylmar, Calif., an employer representative, and Mark O. Brown, director, Washington Department of Labor and Industries, Olympia, Wash., and Harry Payne, commissioner, North Carolina Department of Labor, Raleigh, N.C., state government representatives.

ACCSH work groups on safety and health programs, confined spaces and women in construction will meet at 1:30 p.m. Monday, August 26 prior to the full committee meeting.

The public meetings of the full committee will begin at 8:30 a.m. both days, with the August 27 meeting concluding at approximately 5 p.m. and the August 28 meeting concluding about noon.

On August 27, OSHA will brief ACCSH on the status of construction-related activities, particularly the status of rulemaking efforts regarding fall protection (subpart M). Also, state plan representatives will provide their perspectives on OSHA's construction-related rulemaking and enforcement activities.

That afternoon, the committee will hear comments on OSHA's construction-related rulemaking and enforcement activities from the agency's construction industry partners. The committee also will be briefed on the NIOSH research program and tour the Spokane Research Center.

On August 28, the work groups on fall protection, safety and health programs, confined spaces, and health and safety for women in construction will report back to the full advisory committee, which will then discuss the reports. The committee also will discuss the planning of a Musculoskeletal Disorders Best Practices Conference.

Submissions received prior to the meeting will be provided to committee members and included in the meeting record. Anyone wishing to make an oral presentation should notify the Division of Consumer Affairs before the meeting. The request should state the amount of time desired, the capacity in which the person will appear and a brief outline of the content of the presentation. Persons who request the opportunity to address the committee may be allowed to speak, as time permits, at the discretion of the committee chair.

The 15-member advisory committee advises OSHA on standards and policies designed to protect construction workers from workplace hazards. ACCSH consists of five representatives each of employers and employees, two representatives of state government, two public representatives and one federal representative. Members serve two-year terms.
