SUBJECT: Maintaining Workplace Acetylene Cylinders
By the standard at 29 CFR 1910.253(b)(1)(i), portable cylinders used for the
storage and shipment of compressed gases shall be constructed and maintained
in accordance with regulations of the U.S. Department of Transportation
(DOT), 49 CFR parts 171-179. These Hazardous Material Regulations (HMR's)
have been amended by Final Rule, published in the Federal Register, Volume
56, Number 218 on Tuesday, November 12, 1991, to require regular inspection
and periodic requalification of acetylene cylinders. Effective January 15,
1992, these standards apply to DOT 8 and 8AL acetylene cylinders for use in
the workplace in compliance with the 29 CFR 1910.253(b)(1)(i) standard.
The attached Final Rule establishes HMR standards for the periodic requalification of acetylene cylinders, establishes a schedule for retesting and requalifying acetylene cylinders and requires the cylinders to be visually inspected externally before each filling. The attached Compressed Gas Association (CSA), Inc., CGA Pamphlet C-13 is incorporated by reference for use in the inspection and requalification of acetylene cylinders. |
