SUBJECT:         Debt Collection Charges: January 1, 1991 through
                December 31, 1991
The debt collection charges shown below should be applied to debt collection cases with a penalty due date of January 1, 1991 or later. These rates will remain in effect through December 31, 1991.

. Interest Rate: Eight Percent (8%) . Demand Letter Charges: $10.00
