Dear Ms. Harris:

This is in response to your letter concerning the applicability of 29 CFR 1910.268 to pipeline transmission companies and gas utilities.

29 CFR 1910.268 does set standards that apply to telecommunications centers and telecommunications field installations which are located either outdoors or in building spaces used for such field installations as indicated in your letter. You also pointed out that your clients, pipeline and gas companies, are not in the telecommunications business; therefore, the companies are not covered by 29 CFR 1910.268 standards.

Fixed ladders used by employees employed by pipeline and gas companies must comply with the ladder requirements in 29 CFR 1910.27.
