Most federal agencies are reliant on outside sources for
the training, education, and new ideas necessary for maintaining optimum efficiency,
and well-being of employees, volunteers, contractors, and the public. The non-profit
Field Federal Safety and Health Councils (FFSHCs) can often leverage scarce
resources by sponsoring training seminars locally, and coordinating shared occupational safety and health (OSH)
resources and expertise to aid agencies with inadequate or limited resources.
Each FFSHC chapter is composed of representatives officially designated by local
federal field activities, who design and deliver OSH programs and services of
value to the federal community. The ranks of agency designated representatives
include OSH and related professionals, collateral duty personnel, managers and
supervisors. An equal number of management and non-management employees must be
designated by each field activity. Service in a FFSHC chapter can be both
personally and professionally rewarding, especially when positive and measurable
improvements in workplace safety and health are collectively achieved.
There are no fees for membership in the FFSHC. Federal
field organizations appointing representatives and alternates to a FFSHC chapter
are considered to be members of the FFSHC. Where OSHA-certified committees
or collective bargaining units exist, non-management representatives
shall be appointed from among those employees, pursuant to
29 CFR 1960.88.
Representatives from non-federal organizations are eligible for associate
membership. There are no limits as to the number of representatives and alternates
designated by a member organization or other employees authorized to participate
in scheduled activities, or enroll in FFSHC training seminars at discounted
rates.
