Partnership Overview:
Associated Builders and Contractors, Inc., (ABC) and the Occupational Safety and Health Administration (OSHA) have entered into this Partnership to provide a safe and healthful work environment in the construction industry. Implementation of this agreement is expected to result in decreased injuries, illnesses, and fatalities for participant contractors with a resultant decrease in workers' compensation costs. ABC member construction companies will use the Safety Training and Evaluation Process, or "STEP" program, in evaluating their safety and health management system performance and their safety and health training programs. The primary goals are to: reduce by three percent annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety programs; decrease workers' compensation costs and OSHA penalties for contractor participants; and, allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Results:
Impacting 7 employers and 210 employees, this partnership conducted several 10-hour OSHA courses throughout Nebraska. The three-year TCIR rate of 4.1 is almost 50% below the BLS National Average for construction contractors.

Partnership Overview:
The Partnership recognizes the importance of providing a safe and healthy work environment for employees in long-term care facilities as well as the need for implementing comprehensive programs for safety and health for the long-term care community. This Partnership has two main goals: to reduce the days away rate by 10% and to reduce the severity of injuries and illnesses. A three-year project is underway in which long-term care facility participants are developing, implementing, or enhancing effective safety and health management systems. Training will be provided to participants on specific issues, including, but not limited to, ergonomics, workplace violence, bloodborne pathogens, tuberculosis, incident investigations and accurate recordkeeping.

Results:

This partnership, incorporating 9 partners, successfully met its goal of exceeding the overall baseline DART rate of 8.5. The overall three year moving average DART rate for 2001 - 2004 was 5.5. This represents a 35% reduction in lost workday injury and illness rates for the participating long-term care facilities at the end of the three-year period.

At the end of the partnership, an average of eight all-day training sessions was provided annually impacting approximately 100 employees. Topics covered included resident handling, bloodborne pathogens, slips, trips and falls, recordkeeping, TB, workplace violence, electrical hazards and elements of a comprehensive safety and health program. The training was very successful and it is expected to be provided on an annual basis even though the partnership is completed. Employees who took the training sessions were awarded CEUs.

Partnership Overview:
This Partnership focuses on worker safety and health during the construction of a 20-story commercial complex that will headquarter the Union Pacific Railroad Company. More than 70 contractors are expected to be impacted by the agreement, which aims to reduce illness and injury rates below the industry average and implement an effective safety and health management system for the site.

Results:
Holder Construction Group has developed training for scaffolding, fall protection, excavation, stairways/ladders, personal protective equipment and electrical/tools. In addition to standard English-based training, the site also offers training in Spanish. Forty Spanish-speaking employers/employees have received training through these training sessions. 17 training sessions totaling 65 hours were provided to 584 employees.

The company also agreed to adopt a community college in Iowa, and students have visited the jobsite and learned about jobsite safety and health. By highlighting the training offered by Holder, additional companies have voiced interest in offering training to other contractors. This is having a direct impact on construction safety and health in the Omaha area.

Sixty-one percent of this Partnership's participating companies have experienced 0 accidents while working on this job. Eighty-two percent of the participating companies have an LWDII rate below the national average for construction.

Partnership Overview:
This partnership was designed to promote safe and healthful working conditions in the residential construction industry. The primary goal of this agreement was the reduction of serious injuries and fatalities in the construction industry.

Partnership Background:
The Wichita Area Builders Association (WABA) is a not-for-profit tax exempt association founded and dedicated to benefiting home builders and other persons and firms engaged in related businesses and professions in the following counties in the state of Kansas. To foster a culture of injury prevention and promote safe and healthful working conditions in the residential construction industry WABA established a partnership with OSHA in October of 2003. OSHA and WABA renewed the partnership in December 2007.

Partnership Overview:
Recognizing that the nursing and personal care industry has one of the highest injury and illness rates nationwide, this Partnership was formed to reduce these rates. This effort will focus on four areas of emphasis: 1) overexertion resulting from resident handling and injuries from slips, trips, and falls, which account for 72% of all cases involving days away from work in this industry; 2) tuberculosis; 3) workplace violence; and 4) bloodborne pathogen hazards.

This Association covers 218 of the 232 nursing homes in the state, representing over 90% of the Long Term Care facilities in Nebraska. The Partnership's goals are to reduce the days away rate by four percent per year; to reduce injuries/illnesses related to resident handling by four percent per year; and to provide the Nebraska Healthcare Association with the most up-to-date research, information, and compliance assistance tools to address the injury and illness problems affecting the industry.

Results:
This partnership currently impacts 45 employers and approximately 2,000 employees. 12 training sessions were provided focusing on topics including safety and health programs, ergonomics, bloodborne pathogens, tuberculosis, and workplace violence, in addition to a teleconference training session on tuberculosis and respiratory protection. The 13 sessions impacted 665 employees.

Partnership Overview:
Due to the extremely hazardous working conditions encountered by employees involved in the cleaning and sanitation of meat processing facilities, representatives of the contract cleaning industry and OSHA have agreed to partner in an effort to reduce workplace fatalities, injuries and illnesses. Common injuries and illnesses include strains, lacerations, contusions, burns, fractures, amputations, dermatitis, and crushing. It is the primary purpose of this Partnership that the participants work cooperatively and collaboratively to reduce fatalities, injuries and illnesses such as those described above. The Partnership goals are to reduce the days away rate by four percent and improve existing safety and health management systems.

Results:
In 2004, 6 training sessions were provided. Deliberations are continuing on determining the training needs more specifically in order to better address the issues confronted by the contract cleaning partners.

This Residential On-Site Safety Initiative (ROSSI) Partnership was established to recognize the value of establishing a collaborative relationship to foster a culture of injury prevention and promote safe and healthful working conditions in the residential construction industry. The goals of this Partnership are to: reduce the number and severity of injuries, illnesses and fatalities from falls, struck-by, caught-in-between and electrocutions; increase the number of member/employers who implement effective safety and health training; develop criteria for a model safety and health management system; and, make safety and health resources available to all members/employers of the Topeka Home Builders Association.

Results:
Approximately 200 employees were trained in the past year.

 

Lambert Airport Expansion Project

Partnership Overview:
The Partnership agreement covers the building a new 9,000-foot runway which is scheduled to open in 2006. The goals are to: maintain the days away rate for this project for each subcontractor at five percent below the BLS average for the appropriate SIC Code; have no serious violations during all inspections; and, implement a comprehensive safety and health management system for the site.

Results:
Covering 3 employers and 150 employees, this partnership experienced a 55% reduction in TCIR rates, from 11.71 in 2004 to 5.35 in 2005. Also, there was a 82% reduction in the DART rates, from 11.71 in 2004 to 2.14 in 2005. Both of the rates are well below the national averages for the construction industry.

The goal of this Partnership is to ensure that the new St. Louis Cardinals stadium project will provide a safe work environment for all employees. This effort addresses the hazards within the construction industry and promotes and recognizes contractors that demonstrate an effective safety and health management system. The partners will work together to maintain the lost time incidence rate below the BLS National Average of 3.8 without any fatalities. All employees will receive safety training, an aggressive fall protection plan will be implemented, and all subcontractors will be required to submit their safety and health management systems before commencing work.

Results:
Between August 24, 2004 and August 24, 2005, the partnership achieved a DART rate of .5, which is a reduction of 84% compared with the preceding year's rate of 3.7. This is also considerably below the BLS National Average of 3.1.

Partnership Overview:
The Partnership will cover the erection of a communications tower which will serve as the primary broadcast tower for KETV, Omaha, an ABC affiliate. The tower will be constructed using a guy-wire system and will be approximately 1,365 feet tall. Partners will embrace a ‘zero-accident' culture, and the Partnership will provide a unique vehicle for training tower erection workers as well as provide a conduit to other tower erection contractors not directly associated with this Partnership.

Goals include maintaining a days away rate of at least 10% below the partner's BLS industry average, with an ultimate goal of zero days away cases.

This Partnership includes companies associated with the communication tower industry that have agreed to partner in an effort to reduce workplace fatalities, injuries and illnesses. A common hazard associated with this type of work is falls from various heights. It is the primary purpose of this Partnership that the partners work cooperatively and collaboratively to reduce the factors that cause these hazards.

The goals of the Partnership are to: annually reduce fatalities by 25% among participants; annually reduce accidents on the job by four percent; and, provide information and materials to aid partners in developing or improving their safety and health management systems.

Results:
Training sessions were provided on emergency response/tower rescue and electrical safety.

Partnership Overview:
This partnership seeks to reduce injuries, illnesses and fatalities resulting from the following hazards:

Sheet metal workplaces: amputations, cuts, lacerations or punctures, lockout/tag-out and machine guarding hazards.

Construction workplaces: falls, struck-by, caught in/between and electrocutions.

The goal is to prevent fatal accidents and achieve a Days Away Case Rate (DACR) below the national average as reported by the Bureau of Labor Statistics.

This partnership will implement an aggressive fall protection program, require frequent jobsite inspections, and ensure that employees receive adequate safety and health training at both construction job sites and in sheet metal shops.

This partnership covers the Kansas City and Wichita Area Offices.

Results:
In 2005, the partnership achieved TCIR rate of 6.45, well below the BLS average of 8.1. In addition, 209 employees were trained..

Partnership Overview:
The roofing industry traditionally has one of the highest injury, illness and fatality rates in the country. In 2002, roofing companies experienced a Total Case Injury and Illness Case Rate (TCIIR) of 9.4. The partnership agreement will focus on reducing or eliminating hazards associated with roofing operations, including:
  1. Fall Hazards
  2. Electrocutions
  3. Caught-between & struck-by-injuries
With the help of the participating labor organizations, the Roofing and Siding Contractors Association (RSCA), and the St. Louis and Peoria Area OSHA offices, the roofing industry will focus on its own concerns and strive for a zero rate of accidents. This would allow OSHA to leverage its resources by allowing their personnel to focus on other industries in need of intervention.

The goal of the partnership is to reduce injuries/illnesses reported by 10% by the end of the third year.

The Roofing and Siding Contractors Association has approximately 29 companies represented, employing 600-700 workers with its headquarters located in St. Louis, Missouri.

Partnership Overview:
Recognizing the importance of providing a safe and healthful work environment in the ready mix concrete industry within the state of Nebraska, OSHA, the Nebraska Concrete Aggregates Associations, (NC&AA) Nebraska Safety Council and Fatality Assessment Control Evaluation signed a partnership agreement. This partnering agreement was developed jointly by M.A. Mortenson, The Builders' Association, and OSHA. The common objective and goal of the agreement are to provide a safe and healthful work environment for employees involved in the construction industry and to help prevent serious accidents and fatalities within the industry through increased training, implementation of best work practices, enhanced safety and health programs, and compliance with applicable OSHA standards and regulations.

By focusing its efforts and utilizing the skills, knowledge and resources of OSHA, The Builders' Association, and M.A. Mortenson, the partners expect to reduce exposure to hazards and the incidence of serious injuries and fatalities at the Sprint Arena Construction Project. Increased communication between the stakeholders and the resultant mutual respect are additional benefits expected to be realized from this cooperative and voluntary Partnership.

The goal of this partnership agreement is to relieve OSHA from the day-to-day burden of enforcing established safety standards on this project by teaming up with Mortenson and The Builders' Association, and fostering compliance through self-inspections and self-enforcement. The goal for the partnership is to attempt to significantly reduce and/or eliminate any accidents on this project and achieve a DART rate per 100 employees for the project below the national average of 3.6.

This agreement established a partnership between the KCMCA, OSHA, and the Missouri Consultation Program to attempt to meet OSHA standards and protect workers and to offer incentives to member employers in the greater Kansas City, MO, metropolitan area, as well as any other areas within the State of Missouri. All member employers who participate in the partnership were expected to incorporate masonry safety and health core elements in all phases of construction. KCMCA, OSHA and the Missouri Consultation Program were committed to working together to make sure that every member of the Association engaged in masonry construction was provided educational opportunities and made aware of available safety materials and resources to assist them in their efforts to ensure the safety of their employees. OSHA and KCMCA aimed to work continuously to improve materials as needed, especially to address unique and specific concerns.

This Partnership will develop an outreach program where the criteria for a 'model' company is developed, and qualifying companies will mentor smaller contractors or those needing assistance with their safety and health management systems.

Partnership Results:
During the final year of the initial 3-year agreement period, which ended on July 15, 2006, the Partnership impacted 8 employers and 400 active employees. For the full 3-year period, the total case rate was 7.1, down slightly from the baseline established for this partnership. Significantly, the DART rate (days away, restricted, job transfer) was down 14.8%, exceeding the 10% reduction that was a Partnership goal. In recognition of the benefits achieved during the Partnership, the partners undertook renewal talks and signed a 3-year renewal agreement on March 1, 2007.

Partnership Overview:
This partnership is committed to promoting a high safety standard during construction of the new Chaifetz Arena, St. Louis University's new $80.5 million arena. The University, the St. Louis Building and Construction Trades Council, and the Carpenters' District Council of Greater St. Louis and Vicinity have pledged their support for the agreement.

Clayco, with 250 employees and project subcontractors on site, has agreed to a goal of zero fatalities and a lost time incidence rate below the BLS national average. The incidence rate for this partnership is established as 3.4. The agreement includes safety and health training for all project personnel and implementation of an aggressive 6-foot fall protection plan. The project will provide the forum for a pilot Safety Mentoring Program initiative by Clayco, to assist minority and disadvantaged businesses in the development and implementation of quality safety programs and the promotion of a positive safety culture within their organizations. Clayco also has agreed to apply for approval to OSHA's Voluntary Protection Programs.

The new arena, a 269,531-square-foot structure located in the city's midtown area, will serve as a multi-purpose facility for SLU sports, including basketball and volleyball. It also will host a variety of other events, including concerts, shows and commencements. It features 10,600 arena seats with 12 private suites, a two-court basketball/volleyball practice facility, and support facilities for the athletic department and all SLU Division I sports programs. Chaifetz Arena is scheduled for completion in spring 2008.

Results:
Injury and Illness Rates Decrease - Days Away, Restricted and Transfer (DART), Total Case Incident Rate (TCIR)

The Total Case Incident Rate (TCIR) decreased to 4.9 and their Days Away (DART) rate decreased to .71. The OSP's TCIR and DART were 17% and 78 percent below the Bureau of Labor Statistics' (BLS) national average for the construction industry for year 2006. The project didn't experience any fatalities and there were only 10 lost-time accidents out of 382,099 man-hours worked.

Increased Training Results in Key Industry Hazards Being Identified and Abated

The OSP impacted 12 employers and 350 employees and the project took 382,099 hours to complete. Over the course of the OSP, over 50 supervisors and 350 employees received over 11,000 hours of training. The training helped to increase management commitment to safety and health and employee involvement. Specific topics included aerial lift platforms, fall protection, confined space, hoisting, flag traffic control, hand protection, safety orientation, respiratory protection, power actuated tools, suspension scaffolds, OSHA 10-hour courses, and weekly Tool Box meetings. It is also important to note that 1,664 self-inspections were performed resulting in nine serious hazards being identified and abated.

The goal of this partnership agreement is to help ensure that the reconstruction of Interstate 64 from west of Spoede Road to east of Kingshighway Boulevard will provide a safe work environment for all employees and protect the general public. This Partnership is designed to not only address the hazards within the construction industry, but also to promote and recognize those jobsites that have a demonstrated and effective safety and health program.

Partnership Success:
This Partnership continues to reduce injury and illness rate. The 2007 and 2008 total case incident rate (TCIR) and the days away from way, restricted and transferred activity cases rates (DART) are 2.53 and 1.62 respectively. The rates are 57 and 50 percent respectively lower than the BLS National Average for 2007. This is primarily due to an increase in training for supervisors and employees.

Partnership Results:
The 2008 evaluation revealed that the partnership has 32 employers impacting over 450 employees within the construction industry. During the course of the partnership approximately 320 employees and 90 supervisors received almost 3100 hours of training. Training covered a wide range of topics: Lead, Silica, fall protection, Supervisor training on Core Safety Systems and Stop/Top program, as well as the OSHA 10-hour course.

In recognition of the importance of providing a safe and healthful work environment for employees in long-term care facilities and the need to implement a comprehensive program for safety and health for the long-term care community and the value of employers, employees, safety/risk management, mentors, professional associations and the government in bringing their respective skills to bear in a cooperative, focused, and voluntary effort to promote worker safety and health, the St. Louis Area Office and Kansas City Area Office of the Occupational Safety and Health Administration, U.S. Department of Labor, the Missouri On-Site Safety and Health Consultation Service, and Health Systems, Inc., agree to the joint implementation of this OSHA Partnership Agreement.

Bureau of Labor Statistics (BLS) data revealed that 'Nursing and Residential Care Facilities' had a total recordability injury and illness rate (TCIIR) of 9.1 and a Days Away, Restricted, and Transfer (DART) rate of 5.7 for 2005. The TCIIR is nearly twice the national average for all private-sector employers (4.6 in 2005), and over twice the nationwide DART rate (2.4). The partners and stakeholders agree that injuries caused by resident transfers and workplace violence related to resident aggression are two of the primary causes of injuries responsible for high injury and illness rates in their workplaces. Long-term care facilities also find that they have difficulty attracting and retaining employees. Although there are many factors that may contribute to this situation, it is thought that improving the overall safety and health working conditions, with adequate employee participation, may also improve the high turnover rate associated with nursing homes.

The goal of this partnership is to reduce total case injury and illness rates (TCIIR) and Days Away, Restricted, and Transferred (DART) rate by 10% at the end of the 3-year period.

The primary goal of this partnership was to ensure that each participant minimizes the potential for catastrophic incidents involving the production, storage, or transportation of ethanol, by following recognized and generally accepted good engineering practices with regard to their chemical process safety program. Pursuing efforts to maintain a lost time incidence rate below the Bureau of Labor Statistics (BLS) national average of 3.2 and a goal of zero fatalities, OSHA; Dondlinger and Sons Construction Company Inc.; Hunt Construction Group and Kansas Consultation Project, Kansas Department of Labor signed a safety and health partnership agreement on March 19, 2008.

The partnership focused in particular on construction industry related hazards such as: falls; electrocution; struck-by; caught-in-between; trenching and excavation during the construction of the Sedgwick County Arena in Wichita, KA.

The goal for this partnership was to achieve a reduction of accidents, injuries and illnesses on the project. In addition, all employees will receive a site-specific safety orientation and training from the partners, who will address jobsite safety and health issues and procedures pertinent to the work being performed.

The Sedgwick County Arena consists of a 15,000 seat, 4 level, multi-purpose sports and entertainment Venue, which will be constructed from cast-in place concrete frame and steel long span roof trusses. All foundation work for the building has been completed, except for foundations for the service yard area and exterior retaining walls. The foundation system consists of 1,222 piles (concrete columns) and 292 pile caps, structures which reach 60 to 65 feet into the ground.

In addition to Public Power Generation Agency, and Black & Veatch Corporation the opportunity for participation in this partnership agreement will be extended to those major contractors involved in the Whelan Energy Center Unit 2 project, but will not be contingent upon their participation. It is anticipated that approximately 600 contractors' employees will be on-site at the peak of this project.

Partnership Goals:
Develop a contractor/government partnership that will encourage involvement by the owner, construction managers and contractor in the improvement of safety and health performance. Partnership Overview:
The goal of the Work Safe Partnership Program II (WSPPII) was to improve the safety and health record of Contractor members of the Sheet Metal and Air Conditioning Contractors' National Association's, Kansas City Chapter (SMACNA-KC). To accomplish this goal, a cooperative partnership was established between the SMACNA-KC, labor, and government that encouraged SMACNA members and their employees to improve their safety and health performance.

The partnerships aimed to qualify, monitor, and assist them in their efforts, and recognize members who demonstrated exemplary safety and health performance as "the best of the best" in worker safety in western Missouri and Kansas. The partnership was conducted within the jurisdictional area of both the Kansas City Area Office and Wichita OSHA Area Office.

Partnership Goals:
Some of the goals of the partnership included:

  • Periodic analysis of accident statistics of the partnership participating members; analysis of insurance industry loss ratios; and feedback from the different groups.
  • Evaluation of the Injury/Illness Incidence rates of participants. The primary incident rates used for evaluating the performance of contractors participating in this partnership will be both the Fatality Incidence Rate (FIR) and Days Away Case Rate (DACR). Each participating member's injury/illness and employee work hour data will be provided to OSHA on an annual basis for use in OSHA's required internal evaluation.
  • OSHA will also compute the Days Away, Restricted and Transferred rate (DART) and the Total Case Injury and Illness Rates (TCIIR) as part of the annual evaluation, but will not be used as a primary partnership measure as they can be elevated due to the presence of aggressive early return to work programs and medical reporting programs, which are designed to lower the costs of injuries and illnesses for both workers and the partner companies.

Partnership Results:
Results from the Partnership's first annual evaluation (2009-2010) included: Partnership participants offered 127 safety and health training sessions consisting of over 4,700 hours to workers. Partnership participants offered Safety Supervisor's (foreman) training and a comprehensive Health Hazard Refresher course. The Partnership's participants had a Total Case Incident Rate (TCIR) that was 5 percent above the 2009 Bureau of Labor Statistics' (BLS) national average and a Days Away, Restricted, and Transferred (DART) rate 37 percent below the national average for NAICS 23822 Industry.

Results from the Partnership's second annual evaluation (2010-2011) included: OSP participants offered 70 safety and health training sessions consisting of over 3,000 hours to workers. Topics of the safety and health training included 10-Hour and 30-Hour OSHA instruction courses, rigging/signal qualified person training, aerial lift, confined space and First Aid/CPR. Seventeen participating contractors implemented or improved their safety and health programs. There were 42 self–inspections conducted during the reporting period.

This partnership was designed not only to address the hazards within the construction industry, but also to promote and recognize jobsites that demonstrate an effective safety and health program.

The project encompassed the construction of a new eight level tower addition and a new four level parking garage at the BJC-Missouri Baptist Medical Center in Town and Country, Missouri.

Partnership Goals:
The overarching goal for this partnership agreement was to promote effective safety management, training, job hazard recognition, hazard controls, self inspection practices, abatement efforts, accountability measures and cooperative attitudes among all partners resulting in the reduction/elimination of accidents, injuries and illnesses on the project.

The specific goals of this partnership included:

  • Achieve a reduction of accidents, injuries and illnesses on the project; zero fatalities
  • Develop a contractor/government partnership that will encourage involvement of the owner, construction manager and subcontractors in the improvement of safety and health performance
  • Implement innovative strategies to eliminate serious accidents, including the four primary construction hazards (falls, struck-by, caught in, and electrical)
  • Provide for worker/union representation involvement

Partnership Results:
Results from the OSP's 2011 annual evaluation include OSP participants offering 446 safety and health training sessions consisting of over 16,400 hours to 1,289 workers, managers, and supervisors. Emphasis was placed on offering Site Specific Orientations, Rigging training, Scissor Lift training, Confined Space training, Excavation training, Public Protection training, Fall Protection training, Pre-Construction Safety and Coordination training, Lock Out/Tag Out training, Emergency Evacuation training, etc. The OSP participants performed 210 self-inspections resulting in the identification and abatement/correction of over 600 hazards. Also the OSP participants achieved a Total Case Incident Rate (TCIR) eight percent above the 2010 Bureau of Labor Statistics' (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 100 percent below the national average for the construction industry. The partnership concluded in August 2012.

Partnership Overview:
Fred Weber, Inc. and the project's subcontractors recognized the need for a safe and healthy jobsite. The primary goal of this partnership agreement was to help ensure that the construction of Route 141 south of Ladue Boulevard to Olive Boulevard Project (Rte. 141 Project) provided a safe work environment for all workers. This Partnership was designed to not only address hazards within the construction industry, but also to promote and recognize those subcontractors that have implemented and demonstrated an effective safety and health program.

To improve the flow of traffic to the subdivisions and Parkway Central, Fred Weber, Inc., constructed a six-lane road east of the existing Route 141 with two through lanes in each direction along Route 141 between Ladue Road and I-64/Route 40. The project included grading, paving, construction of bridges, and installation of sound walls. The Partnership concluded on November 30, 2012.

Partnership Goals:

  • Reduce accidents, illnesses, injuries and to have zero fatalities for the duration of the project
  • Increase participant training
  • Increase awareness of the four primary hazards within the construction industry: falls, struck-by, electrocution, and caught-in-between.

Partnership Results:
Results from the OSP's 2011 annual evaluation include Partnership participants offering more than 100 safety and health training sessions consisting of over 522 hours to 125 workers, 11 managers and supervisors. Emphasis was placed on offering 10-Hour and 30-Hour OSHA instruction courses, competent excavation (e.g., initial and review), work-zone training (Including flagger training), First Aid/CPR, and a variety of other industry-specific training.

The Partnership participants achieved an aggregated Total Case Incident Rate (TCIR) that was 15 percent above the 2010 Bureau of Labor Statistics' (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 45 percent above the national average for this industry.

Other results over the duration of the Partnership included training sessions were conducted; safety and health programs were implemented and improved and safety self-inspections were conducted with hazards that were identified and abated.

Partnership Overview:
This partnership is for the construction of the Ameren-Maryland Heights Landfill Gas to Energy Plant in Maryland Heights, Missouri. The construction project will include grading, underground and aboveground utilities, industrial building complex, various types of process piping and equipment, electrical equipment, paving and landscaping. The partnership will remain in effect until completion. The partnership is supported by the Ameren Missouri, St. Louis Building and Construction Trades, Carpenters District Council and Eastern Missouri Laborers.

Partnership Goals:
The overall goal for the partnership is to promote effective safety management, training, job hazard recognition, hazard controls, self inspection practices, abatement efforts, accountability measures and cooperative attitudes among all partners resulting in the reduction/elimination of accidents, injuries and illnesses on the project.

Partnership Results:
Results from the Partnership's annual evaluation included: conducting more than 400 training sessions, consisting of 5,265 hours to 450 employees and 14 supervisors. Partnership participant companies conducted 450 self-inspections which resulted in the identification and abatement/correction of 100 hazards and/or violations. The participants of the OSP worked 70,000 hours between December 2, 2010 and April 6, 2012 and experienced one recordable incident and attained an aggregated Total Case Incident Rate (TCIR) of 2.8 (25 percent below the 2009 Bureau of Labor Statistics' [BLS] national average), and a Days Away, Restricted, and Transferred (DART) rate of 0.0 (100 percent below the national average for the utility industry construction).

Partnership Overview:
The Associated Builders and Contractors, Inc., Heart of America Chapter partnered with OSHA to improve safety and health in the construction industry.  The partnership attempted to focus on construction industry hazards such as: falls; struck-by; electrocutions; and caught-in and caught-between.  During the only year for this Partnership, there was no activity and no participation.  Due to the lack of communication, lack of contractor participation and changes in the organization's management structure, the Kansas City Regional Office concluded this Partnership.

Goals of the partnership included:

  • Reducing the injuries and illnesses total case incident rate (TCIR) and days away, restricted and transferred rate (DART) of 1.7 and 3.6 respectively by 10% for the duration of the partnership
  • Increase the number of general and specialty contractors who implement effective safety and health programs
  • Provide effective safety and health training for management, supervisors and employees.

Partnership Overview:
The Build Safe Partnership Program (BSPP), after a successful 3-year renewal term, was renewed again for an additional 5 years in a ceremony held April 26, 2007. Signatories were The Builders' Association and OSHA's Kansas City Regional Office (Region VII), Kansas City Area Office, St. Louis Area Office Wichita Area Office, and Omaha Area Office. The Builders' Association, which is a chapter of the Associated General Contractors (AGC), represents union and non-union companies throughout Missouri and eastern Kansas, including some who operate in Nebraska.

The partnership, with 21 active participants at time of its second renewal, encouraged contractors to voluntarily improve their safety and health performance by implementing effective safety and health management systems and effective safety and health training programs for management, supervisors, and employees. The goal of fatality, injury and illness reduction focused on falls, struck-by, caught-in/between, and electrocutions at construction sites; and amputations, cuts, lacerations or punctures, lockout/tagout hazards, and machine guarding at the participants' fabrication shops.

Results:
The Days Away (DART) rate decreased 15.3% and the Total Recordable Injury Case Rate (TCIR) decreased 26.4% for the period 2003-2005 for the group of 22 contractors. In addition, the 2005 TCIR for the group was 32.5% below the BLS average rate for the construction industry. For calendar year 2005, there were no fatalities and only 52 lost-time accidents out of 12,539,883 manhours worked.
