Overview: A major
component of this Partnership is safety hazard awareness training for
state and local police and DOT staffers. The agreement calls for
contract language requiring commitment to safe practices to bid on
state-funded highway work. OSHA provides outreach to contractors and
training to state personnel, and all partners work together to
identify and correct hazards.
Results: Work zone safety conferences were provided to stakeholders. The annual 1-day conference
included training sessions for approximately 300 attendees. The conferences are held for
professionals and contractors. The number of annual attendees continues to grow. |

Overview: Several
major highway construction contractors, unions representing their
employees, and government agencies have partnered to control silica
hazards in the heavy highway construction industry. The primary goals
are to establish comprehensive contract language regarding employee
protection from silica-laden dust, and to increase statewide employer
and employee awareness of silica hazards and control.
Results: Training was provided to employers involved in the
partnership on the hazards of crystalline silica exposure. Training was also provided at
each quarterly meeting of participants. In addition, as a result of the silica
partnership, the Laborers Locals 172 & 472 have developed silica awareness training that
is being provided by the Laborers Union SET Training Centers for their members. |

Overview: In response to the highest injury
rate in the Department of Interior, the Park Service has partnered
with OSHA to improve safety and health management systems and reduce
illness and injury rates. Specific goals/objectives of this
partnership were to: improve the safety and health management systems
at the park; reduce the injury, illness and lost time case rates;
create and maintain positive relationships and effective
communications between the park and the local OSHA Area Office; build
models of excellent safety and health management systems and identify
best practices to foster improvements in worker safety and health at
other parks not covered by the agreement; attain a stronger commitment
to, and awareness of, workplace safety and health by NPS management
and employees; improve relationship between NPS and OSHA at the
national and local levels; and, try to qualify to participate in
OSHA's Voluntary Protection Programs (VPP).
Results: Under this Partnership, 50 employees and 15 supervisors
have been trained by OSHA and the in-house safety director. Much of the training involved
methods of protection against contracting viruses from insects, birds and animals. |

Overview:
Approximately 10 prime contractors and more than 200 subcontractors
are involved in the construction of the new courthouse annex and
rehabilitation of the present courthouse tower. The Partnership goal
is to reduce work-related fatalities and serious injuries by
encouraging contractors to improve safety and health performance. The
Partnership will work to identify institutional safety problems that
can be analyzed and abated, develop criteria for model contractor
safety and health management systems, and make new educational
material available to all participants.
Results: This Partnership's overall safety and health management
system was enhanced in 2003 through improvements to employee
involvement, site hazard identification and abatement, extensive
training on job site hazards, and the use of the expertise offered by
URS Corp's safety and health contractor, which included training on
OSHA 10-hour and 30-hour classes, to foremen and employees. New York
State Consultation provided training on hazard abatement during its
consultation visits. The Partnership conducted 300 self-inspections,
which resulted in the identification and abatement of 500 hazards. |

Overview: Yonkers
is the primary contractor for the reconstruction of Interstate 87/287
from Tappan Zee Bridge to Saw Mill River Parkway Project, in Elmsford
and Tarrytown, New York. The Partnership calls for the implementation
of a safety and health management system that will cover Yonkers and
also the anticipated 20 subcontractors. The primary goal is to reduce
injuries by 3% each year. Special emphasis is being placed on reducing
exposures to silica.
Results: This Partnership's total case rate
decreased from 5.0 in 2002 to 4.2 in 2003. In 2003, partners provided
various training, such as job site safety meetings, safety tool box
meetings, weekly site safety meetings, lead awareness, scaffolds, fall
protection, personal protective equipment, silica, and excavations.
Training was provided to over 185 employees and 60 supervisors. The
employer's safety and health management system was enhanced through
improvements to employee involvement, hazard identification and
abatement, extensive training on job site hazards, and the utilization
of the expertise offered through Mt. Sinai / Hunter College
Construction Hygiene and Ergonomics Research Project: Blueprint for
Lead and Silica Hazard Controls.

Overview: Bovis Lend Lease will encourage New York City
construction contractors to improve their environmental, health and safety performance and
strive to eliminate serious accidents in the construction industry. Contractors will work
toward a rate of 50% below the national average and 10% additional annual reductions
thereafter. The Building Trades Employer's Association and the Building and Construction
Trades Council will provide the framework for encouraging positive safety and health
changes within the New York City construction industry.
Results: This Partnership has experienced a 58% reduction in its
total case rate from 2002 to 2003. All employees have been provided onsite orientation
training. Over 600 employees and 38 supervisors have attended training sessions such as
the OSHA 10-hour and 30-hour classes. The general contractor, Bovis Lend Lease, has
assisted approximately 25 subcontractors with their onsite safety and health management
systems. |

their SIC code. Also, the total case rate was 89 percent below the
National average for their SIC code. The Partnership has implemented
an onsite incentive program for employees and sub-contractors for safe
workplace practices. Each site under this Partnership conducts daily
safety inspections and immediately corrects identified hazards. |

Overview: This
Partnership aims to develop a model for improving the safety and
health performance of refinery based maintenance and construction
contractors. The Partnership intends to establish a heightened
awareness of job site safety practices among all employees and to
provide site specific training. Triangle is working toward achieving a
20% reduction in its OSHA Recordable Incident Rate.
Results: The hydroblast crew was trained in the use of
ultra-high pressure Aqua Dyne® hydroblast equipment by the manufacturer's representative,
including lecture and field demonstration of equipment. The Triangle Safety Department
also meets regularly to discuss any problems being encountered in the field and what
assistance is necessary to bring the situation to a close. |

Overview: Contractors at the Ravenswood Project will be
encouraged by Slattery to adopt safety and health management systems that effectively
promote cooperation, identify organizational problems and corrections, and provide for
the appropriate level of training to reduce construction illnesses and injuries.
Results: During the period of January 2003
to April of 2004, more than 430 training sessions were provided,
affecting over 3,000 employees in this Partnership. The sessions
covered such topics as falls, electric safety, and struck by/caught
between safety. Employees have received 8 training sessions from OSHA.
At the site, over 200 self-inspections were completed by partner
staff, which resulted in over 4,000 identified hazards being corrected
or abated. The total case rate was decreased from a baseline of 13.1
percent to 9.3 percent during a three-year period covering 2002-2004.
The Partnership's days away rate percentage dropped from a baseline of
3.4 to 2.6, showing a smaller number of days employees were away from
the worksite due to injury. |

Partnership Overview:
This Partnership used a platform process to recognize NECA employer's and the IBEW's efforts to improve the safety performance amongst their members through a multi-platform process. At each platform level, starting at RED and ending at BLUE, contractors must improve their safety and health management systems. As improvement were made, as evidenced by lowered LWDII rates and better scores on their self-evaluations, they moved up from RED to WHITE, and finally, BLUE Platform Level. The goals of this Partnership included decreasing injury and illness rates by 4% per year; adopting an industry standard checklist for use when working with energized circuits; decreasing workers compensation costs, and increasing the implementation of effective contractor safety and health management systems.
Partnership Results:
During the last two years of the partnership, White Level partners' TCIR, DART, and DAFWII rates have declined by 1%; 62%; and 62%, respectively. During the last two years, Blue Level partners' TCIR, DART, and DAFWII rates have declined by 29%; 30%; and less than 1%, respectively. Participants in this partnership compare favorably to the BLS national average for this industry.
Overall, the partnership TCIR, DART and DAFWII rates all were below the national average.

Workzone Conferences. They gave a speech at one of the conferences along with OSHA regarding
the benefits of the Partnership Program. |

level; attain a project LWDII rate 25% less than the national average
and once attained to further reduce incident rates by 10% per year for

and, foster a sustainable working relationship between the partners and
other entities involved in this project.
Results: All employees were trained in site S&H requirements
through onsite orientation training with the designated safety manager. Additionally, an
outside consultant came to the site to provide instruction on fall protection. This
instruction was to supplement the training already received as part of the superstructure
concrete subcontractors normal safety program. |

United States Virgin Islands. Manhattan Construction Company (MCC) is the general contractor
involved in the restoration of Yacht Haven, which is a combination of retail, office lease area,
and residential condominiums that incorporates approximately 169,000 square feet. The primary
goals of this Partnership are to: reduce occupational-related fatalities and serious injuries
resulting from falls, struck-by, caught-in/between, and electrocution by 5% each year; promote
active employer and employee participation and responsibility for safety and health management;
improve safety and health management systems and offer employee safety and health training;
decrease workers' compensation costs and OSHA penalties for MCC projects within the Puerto Rico
Area Office jurisdiction; foster open and continuing communication between management and
employees; and share knowledge of best practices with OSHA and industry participants.
Results: Manhattan Construction Bahamas, Ltd's employees, many of whom
had experienced little or no safety and health training were provided safety and health training
and seminars which MCBL expects the employees to remember and use in future projects in the
island. This is the first cooperative relationship between MCBL and Federal OSHA in the Caribbean
region. It has allowed the Agency to utilize its resources by providing training in Spanish to the
subcontractors' employees at the site whose primary language is Spanish. |

Partnership Overview:
In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the Cross Westchester Expressway I-287 Stage III Project in White Plains, NY (the Project), Yonkers Dragados, J.V., Inc. and the above named groups developed a comprehensive partnering agreement. Participants included project stakeholders from government, industry employers, labor, and trade associations. This partnering agreement facilitated the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.
Partnership Results:
Safety and health training provided through the partnership included: toolbox talks for crew members and supervisors; respiratory protection; lead awareness and confined space training. In addition, 169 workers and 32 supervisors successfully completed 82 training sessions.
Further, the partnership achieved a TCIR rate of 2.0 and a DART rate of 5.2 during the period from 2007-2009.

Overview: In an effort to eliminate serious hazards

the construction of the Life Sciences Technology Building at Syracuse
University in Syracuse, NY Barr & Barr, Inc., and the above named groups have
developed a comprehensive partnering agreement. Participants include project
stakeholders from government, industry employers, and labor. This partnering
agreement will facilitate the process of: identifying project health and
safety performance goals; developing plans for achieving those goals;
cooperation in hazard control implementation; measuring and establishing a
vehicle to communicate the successes; and ultimately learning from the
process. Beyond the confines of this project, it is projected that this
partnership agreement will foster a sustainable working relationship between
OSHA, Barr & Barr, Inc., and the (signatory construction trade companies).
Results: The partnership improved its performance in
2007, ending the year with a TCIR of 3.6 and a DART of 0.9. The partnership
only experienced 8 lost work days since the partnership agreement was signed.
Through the partnership, an excellent working relationship was established,
resulting in the subcontractors having a more compliant attitude.
Specifically, all employees are more aware in their day-to-day work, of not
only their safety, but the safety of others. The partners continue to build on
the successes of their relationship and are pursuing efforts to utilize the
On-site Consultation Service possibly in the next year. |

Overview: Atlanticare Regional Medical Center (ARMC)
is a 567-bed teaching hospital with campuses in Atlantic City is home to many
centers of excellence and specialized services. The City Campus Expansion and
Renovation Project includes a new seven story building of approximately
198,000 square feet to accommodate a new emergency department, radiology
department. Also included is the addition of 26 ICU beds and 60
medical/surgical beds over two floors, a new helipad over and a new mechanical
penthouse.
The common objective is to develop a contractor/government relationship that
will encourage all construction contractors within the State of New Jersey to
improve their safety and health performance, assist them in doing so, strive
for the elimination of serious accidents in the construction industry, and
recognize those contractors with exemplary safety and health programs.
Specifically, this agreement will provide a safe and healthful work
environment for construction workers at the construction site over the next
two years. Expected outcomes of this program include: developing model
criteria for a multi-employer worksite safety and health program which
identifies the responsibilities of each Subcontractor; making safety and
health information available to all Subcontractors onsite; achieving
participant recordable illness and injury rates below the national average for
the construction industry; offering the 10-Hour Outreach Training Course for
Subcontractor foremen and stewards on the jobsite; and focusing OSHA
enforcement activity on Subcontractors who need to improve their safety and
health efforts. Also, the agreement provides incentives to participating
Subcontractors who voluntarily improve their safety and health performance.
Incentives will include an award of participation from OSHA, focused
inspection, and deferral from programmed inspections for a period of twelve
months following a successful OSHA verification inspection. |

Overview: This Partnership between the OSHA Avenel,
NJ Area Office, Structure Tone Inc. at the 40 Corporate Place South Project,
the Middlesex County Building and Construction Trades Council and the New
Jersey Department of Labor and Workforce Development On-Site Consultation
Program, is a joint effort to heighten awareness of safety and health hazards,
improve safety and health performance, reduce accidents and incidents
resulting in medical treatment, days away from work, restricted work activity
or job transfer, as well as minimize the costs of insurance and worker's
compensation for Structure Tone employees and all on-site contractors working
on this project. Structure Tone is the construction manager at the 40
Corporate Place South Project which will reconfigure a building located on a
62-acre site in Piscataway, NJ into a continuation of operations and data
center for a large financial company. This Partnership features the
development and continued improvement of a site-specific safety and health
program. Also, the Partnership aims to have a measurable, positive impact on
preventing occupational fatalities, injuries and illnesses. It is expected
that all on-site contractors will have a high degree of involvement in the
terms of this Partnership Agreement.
Results: The goals of this partnership, achieving a TCIR and DART rate 25%
below the national average, were exceeded. The overall performance for the
life of the project (2006 to 2008) showed a TCIR 50% and a DART 51% below the
national average. |

concessions, bathrooms, media areas, and a seating bowl with approximately
50,000 seats. Construction commenced on August 17, 2006 and will be completed
by March 31, 2009. |

Overview: In an effort to eliminate serious hazards
and achieve a high level of worker safety and health on the Goldman Sachs
Headquarters/Battery Park City Site 26 Project, OSHA and Tishman Construction
developed a comprehensive partnering agreement.
The project involves the construction of a 45 story office building
incorporating a Green Building design. At completion, the 2.1 million square
feet building will contain business offices, 41 elevators, retail space, and a
fitness center. Construction for this project commenced on December of 2005
and is scheduled to be completed in the Fall of 2009. During construction,
Tishman Construction will provide the administration and coordination of
construction contract(s) and ensure compliance with construction environmental
health and safety practices.
This partnering agreement will facilitate the process of: identifying project
health and safety performance goals; developing plans for achieving those
goals; cooperation in hazard control implementation; measuring and
establishing a vehicle to communicate the successes; and ultimately learning
from the process
Result: The sites achieved rates are below the national
average for the NAICS 2362 sector. The TCIR is 42% below the national average
for TCIR and 46% below for DART. The site has implemented a proactive approach
to conducting Job Hazard Analysis (JHA) by all trades and informing any
affected employers by weekly meetings. Daily, the site has complete site
audits by site safety representatives, superintendents and project executives
as well as the employers conducting daily audits. The site has completed many
JHAs and has implemented changes per the JHAs and incidents which have
occurred at the site. |

Project, OSHA and Hunt/Bovis Lend Lease Alliance II developed a comprehensive
partnering agreement.
This partnering agreement will facilitate the process of: identifying project
health and safety performance goals; developing plans for achieving those
goals; cooperation in hazard control implementation; measuring and
establishing a vehicle to communicate the successes; and ultimately learning
from the process.
The project involves the construction of pile and grade beam foundations, a
steel frame with long span steel trusses, masonry partitions, metal panel wall
system and standing seam metal roofing and the demolition of the existing Shea
Stadium, where parking will be developed at the completion of the project.
Construction for this project commenced in June, 2006 and is scheduled to be
completed on, or about, July 2009
Results: The strong commitment by Hunt/Bovis, the subcontractors and the
trades enabled this project to be extremely successful in having a low injury
and illness rate and greater enhancing the safety and health culture of the
employees. The pre task planning, safety audits, site orientation and
extensive training complete during this project enabled employers and
employees to take the lessons learned and implement the SHMS to all of their
work. The site's extensive training programs enhanced the safety and health of
workers at this site. |

Overview: In an effort to eliminate serious hazards
and achieve a high level of worker safety and health on Harmon Yards - Phase #
3, Slattery Skanska, ECCO III, Edwards and Kelcey, and Parsons Brinkerhoff
JV., and the above named groups have developed a comprehensive partnering
agreement. Participants include project stakeholders from government, industry
employers, labor, and trade associations. This partnering agreement will
facilitate the process of: identifying project health and safety performance
goals; developing plans for achieving those goals; cooperation in hazard
control implementation; measuring and establishing a vehicle to communicate
the successes; and ultimately learning from the process. The project involved
a complete build-out of 20 acres at the large Harmon Yard and Shop Complex in
Westchester County north of New York City. The work included the design and
construction of two large maintenance shops, one for coaches and MU cars, and
one for locomotives. In addition, a new locomotive wash facility was built, as
well as 15 new tracks, upgrades and expansion at two substations, and new K-9
grounds for MTA police dogs. The two primary buildings are the new two-story
112,000 square foot Coach Shop and the two-story 65,000 Locomotive Shop. The
Coach Shop will be a steel structure with a metal panel system and 8' precast
concrete panels at the based. It will accommodate the new coach repair and
maintenance functions including scheduled inspections performed primarily
in-consist, unscheduled repairs, changeout of all major components, and major
repairs including car floor work.
Results: The Partnership goals achieved zero fatalities and a project DART
rate that was 25% less than the national average for Standard Industry Code
1629. The partnership helped all employees on the project to understand that
the signatory contractors were confident in their programs and policies to
create a safe, productive, working environment. In addition, the partnership
did improve relations between OSHA, the signatory contractors, and employers.
The signatory contractors and the subcontractors worked as a team - working
with the most effective safety programs and policies - which created one
system of quality, work procedures and safety policies. |

Overview: In an effort to eliminate serious hazards

Facility Project, Turner Construction Company and the above named groups have
developed a comprehensive partnering agreement. This partnering agreement will
facilitate the process of identifying project health and safety performance
goals; developing plans for achieving those goals; cooperation in hazard
control implementation; measuring and establishing a vehicle to communicate
the successes and ultimately learning from the process.
Turner is the construction manager in the construction of an addition to the
existing NY Times printing facility at College Point .This 1½ story building
additional is about 70,000-GSF and will house storage and support space for
the printing presses, including 13 new loading docks, and office space on the
2nd floor. The project started in November 2006, and is scheduled to be
complete in July 2008. It is anticipated that at the peak of this project,
Turner will issue about 25 subcontractor agreements and that with these
subcontractors; the jobsite will employ about 100 trade employees at its peak
working period. Turner is providing construction administration and
coordination services, and will work with the subcontractors to ensure
compliance with construction, environmental, health, and safety practices.
This includes federal, state, local, and owner rules and regulations.
The goals of this partnership are to: develop a contractor/government
partnership that will encourage local construction contractors to improve
their safety and health performance; assist them in obtaining the objectives;
strive for the elimination of serious accidents, including the four primary
construction hazards (falls, electrical, caught in/between, and struck-by);
increase employee training; and recognize those contractors with exemplary
safety and health programs.
Results: During 2006 to 2008 this worksite's TCIR was approximately 78% below
the National Average for Nonresidential Building Construction. |

Stadium construction site, Skanska USA Building, Inc. (Skanska) and the
signatory groups have developed a comprehensive partnering agreement.
Participants include project stakeholders from business, government and labor.
This partnering agreement will facilitate the process of identifying project
health and safety performance goals, developing plans for achieving those
goals, cooperation in hazard identification and control, measuring and
establishing a vehicle to communicate the successes, and ultimately learning
from the process. Beyond the confines of the New Meadowlands Stadium Project,
it is projected that this partnership agreement will foster a sustainable
working relationship between the signatory groups.
The construction of the New Meadowlands Stadium in East Rutherford, New Jersey
is being managed by Skanska. When complete, this facility will become the home
field for two National Football League (NFL) teams; the New York Giants and
the New York Jets. It will be the first facility of its kind built
specifically to accommodate two NFL teams. The New Meadowlands Stadium will
also be used for concerts and other entertainment and sports activities.
The New Meadowlands Stadium will be a technologically advanced open air
stadium with seating for 82,000 spectators. There will also be 217 Luxury
Suite Boxes. The facility is being constructed between the existing football
stadium and the Meadowlands Race Track. It is expected that the stadium will
be ready for the 2010 season. |

Training Facility, Hunter Roberts Construction Group and the signatory groups
have developed a comprehensive partnering agreement. The agreement will
facilitate the process of identifying project health and safety performance
goals; developing plans for achieving those goals; cooperation in hazard
control implementation; measuring and establishing a vehicle to communicate
the successes and ultimately learning from the process.
The construction of the NY Jets New Training Facility project at Florham Park,
New Jersey is being managed by Hunter Roberts Construction Group. Hunter
Roberts is proud of the important role as the Construction Manager for Florham
Park Development LLC and the New Jersey Sports and Exhibition Authority
(landowner) on their project. At the time of the signing, Hunter Roberts
Construction Group has started initial site preparation. The site layout for
the new facility which will be located on a former Exxon research site that is
being redeveloped by a partnership of Gale and the Rockefeller Group. The
27-acre site will house a two-story campus building containing both training
facilities for the players and the corporate headquarters for the entire New
York Jets organization. Attached to the campus building is a clear span field
house, housing a full artificial turf practice field with adequate headroom
for practice for the team's "special teams". Adjacent to the campus building
are three natural turf fields and an additional artificial turf field, as well
as parking, storm water retention, and equipment shed for the field
maintenance equipment. During the next phase of the project, Hunter Roberts
Construction Group will be providing construction management services.
This project has an estimated completion date of September 2008, and Florham
Park Development LLC will be the final owner of the site assets only, with New
Jersey Sports and Exhibition Authority being the land owner/lessee for this
property. The New York Jets, LLC will be the sole tenant of the new facility. |

Overview: In an effort to eliminate serious hazards and achieve a high
level of worker safety and health on the Hoffmann-La Roche Inc. Building 76 Façade Replacement
Project, Skanska USA Building, Inc. and the signatory groups have developed a comprehensive
partnering agreement. This partnering agreement will facilitate the process of identifying project
health and safety performance goals; developing plans for achieving those goals; cooperation in
hazard control implementation; measuring and establishing a vehicle to communicate the successes;
and ultimately learning from the process.
The general scope of this project is to completely remove the energy inefficient and aging glass
curtain wall system from Roche's 15-story Building 76 in Nutley, NJ and to replace it with an
energy efficient unitized system on the corners of, and along the north and south sides of the
building. The existing glass and façade will be removed in a top-down manner and will be
re-installed in the opposite configuration from the bottom to the top. Additionally, current plans
are to remove the glass panels into the internal portion of the building where they will be staged
and removed manually utilizing carts and/or dollies. This project had a start date on or about
October 1, 2007 and has an estimated completion and initial re-occupancy date of March 2009. |

Partnership Overview:
In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the United States Courthouse Building Project, Mascaro Construction Company, L.P. and OSHA have developed a comprehensive partnering agreement. This partnering agreement attempted to facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process. It is anticipated that at the peak of this project, Mascaro Construction Company, L.P. and approximately 20 contractors/subcontractors will employ over 200 trades employees.
Mascaro Construction Company, L.P., the general contractor for the United States Courthouse Project, is a commercial construction company headquartered in Pittsburgh, PA, with a workforce of approximately 150 employees. This Project will start in October 2007 and is scheduled to be completed by December 2010.
Partnership Results:
The partnership achieved successes through its training efforts. More than 8,700 training hours have been provided for 413 workers and 30 supervisors during 2009.
Prior to starting work on the Buffalo Federal Courthouse Project, each worker was required to complete the OSHA 10-Hour training session. Each superintendent/foreman was required to complete the OSHA 30-Hour training session. In addition, workers went through orientation prior to starting work on the job site. The supervisors and managers are OSHA 30 Hour certified when working on this project and were also required to complete Mascaro Construction Company orientation and attend weekly safety/foreman’s meetings.
Training sessions conducted by non-OSHA staff consisted of tool box talks and daily huddles discussed the days work and what to expect when performing that specific phase of work. Workers were reminded of the possible hazards and how to safely perform the task in these training sessions.

Plaza Construction Corporation is the Construction Manager for the construction of two connected
residential buildings - one 8 stories and the other 15 stories. A total of 130,000 square foot of
space will be built. The project is scheduled to begin October 2006 and to be completed in the
winter of 2008. During construction, Plaza will provide the administration and coordination of
construction contract(s) and ensure compliance with construction environmental, health, and safety
practices. |

Overview: In an effort to eliminate serious hazards

Administration - Air Traffic Control Tower Project at LaGuardia Airport,
Torcon Inc. and the above named groups have developed a comprehensive
partnering agreement. This partnering agreement will facilitate the process
of: identifying project health and safety performance goals; developing plans
for achieving those goals; cooperation in hazard control implementation;
measuring and establishing a vehicle to communicate the successes; and
ultimately learning from the process. The Federal Aviation Administration, as
the project owner, fully agrees with and supports the safety initiatives and
goals as set forth in this Partnership Agreement.
Torcon is the Construction Manager for the new LaGuardia Airport Traffic
Control Tower facility for the Federal Aviation Administration. The project
consists of a nineteen (19)-story Air Traffic Control Tower, a two (2) story
administrative base building with a basement and a one (1) story environmental
support building for use as the new facility by the Federal Aviation
Administration. Site utilities, finish grading, paving, hardscape,
landscaping, communication ductbank, communication cable installation and
relocation of existing utilities are all part of the scope. Construction for
this project will commence in the first quarter of 2007 and is scheduled to be
completed in the first quarter of 2009. During construction, Torcon will
provide the administration and coordination of construction subcontract(s) and
ensure compliance with construction environmental health and safety practices.
Results: For the project, the TCIR rate achieved was 38% below the national
average and the DART rate was also 38% below the respective national average.
The attention to orientation, training, JHAs and implementation of best
practices were a key component to having the successful results on this
project. The partnership goals were reached by the implementation of a site
HASP which included review of tasks, training, specific site orientation, and
oversight by the General Contractor as well as each sub contractor. Weekly
foreman meetings addressed jobs, tasks and hazards on a real time basis and
the inclusions of the employees in job hazard analysis and planning. The
monthly site meetings brought the employees, superintendents, subcontractors
and general contractor together to identify improvements at the site. |

Partnership Overview:
The purpose of the agreement was to develop a statewide industry cooperative partnership between the construction industry, labor and government. This partnership encouraged New Jersey's contractors to achieve a high level of worker safety and health and to improve their safety and health performance, assist them in their efforts to eliminate serious hazards, promote cooperation and networking among participating organizations, to recognize contractors with exemplary safety and health programs, and to encourage participation in the Voluntary Protection Programs (VPP). Another purpose of this partnership was to educate workers in a way that will prevent accidents, incidents, permanent injuries and life threatening situations while working on various projects in New Jersey.
Implementation of this partnership was anticipated to result in decreased serious injuries, illnesses, and fatalities for participating contractors and improvement of the participants' existing safety and health programs. This agreement provided incentives for construction contractors that voluntarily participate in the BCANJ C.I.S.P. and demonstrated implementation of effective safety and health programs.
Expected outcomes of the partnership included: allowing OSHA to focus resources toward contractors who wish to improve their safety and health programs for their employees; developing criteria for a model contractor safety and health program; mentoring of others in the state of New Jersey's construction industry by partnering with member contractors; and making new safety and health materials available to all contractors who are members of this partnership. The partnership attempted to provide incentives to participating contractors who voluntarily improve their safety and health performance. Incentives might have included special recognition from OSHA, commensurate with their level of safety and health achievement.
The partnership was available to all contracting firms that are members of the Building Contractors Association of New Jersey and will be conducted within the state of New Jersey.
Partnership Results:
Partnership goal of reducing recordable injury and illnesses was successful as evidenced by the following:
- The 3-Year average TCIR for the March Associates was found to be 2.69 which is equal to 67% of the National Average for this SIC code of 4.0 (TCIR); or 33% less than the BLS average
- The 3-Year average DART for the March Associates was found to be 128% of the National Average for this SIC code of 2.1 (DART)
- During the last two years both the DART and TCIR rates were 0

focus in particular on construction industry-related hazards such as: falls
from elevation; trenching and excavation; and electrical.
The Caithness Long Island Energy Center (LIEC) is a highly efficient 1x1
natural gas fired combined cycle project. The project includes one Siemens PG
SCC6-5000F combustion turbine generator, one heat recovery steam generator, a
Siemens condensing steam turbine generator and auxiliary plant equipment. At
full operating capacity, the Caithness LIEC will have a capacity of 350 MW
during summer conditions. The project was built on a 96-acre site, centrally
located in a large industrial area in Brookhaven, NY.
Results: The Partnership achieved TCIR and DART rates significantly below BLS
industry rates for 2007. One factor that contributed was early intervention,
Med Core was on site and was able evaluate the injury and administer first aid
when necessary, many times preventing the exacerbation of minor lacerations or
irritations. Employees were recognized for identifying unsafe conditions and
performing work safely. This resulted in more identification of "near miss"
conditions. In addition the culture of safety was enhanced for the partners. |

Overview: This partnership between the OSHA Avenel, NJ Area Office,
Torcon, Inc. at the J&J Sterilization Process Technology Relocation Project (SPTR), the Somerset

Development On-Site Consultation Program, is a joint effort to heighten awareness of safety and
health hazards, improve safety and health performance, reduce accidents and incidents resulting in
medical treatment, days away from work, restricted work activity or job transfer, as well as
minimize the costs of insurance and worker's compensation for Torcon employees and all on-site
contractors working on this project. This partnership features the development and continued
improvement of a comprehensive site-specific safety and health management system. The Partnership
aims to have a measurable, positive impact on preventing occupational fatalities, injuries and
illnesses. It is expected that all on-site contractors will have a high degree of involvement in
the terms of this Partnership Agreement.
The project involves relocation of the Sterile Processing Technology group from North Brunswick,
NJ to 930 Route 202 South in Raritan, NJ. At this new location, the group will require a sterile
processing area, analytical chemistry and microbiology laboratories, offices, a training room,
document control room and associated support spaces. This requires an addition to the existing
building located on the Raritan campus. |

The Jersey Shore University Medical Center expansion project consists of the
construction of: a Northwest Pavilion, a five story tower wing; a Diagnostic
and Treatment Pavilion, a three story wing; and a centrally located Atrium.
The expansion project will add in excess of 380,000 square feet to the medical
center and is anticipated to be completed by 2010.

Department of Labor On-Site Consultation Program developed a Partnership
agreement. The Partnership will focus in particular, on construction
industry-related hazards such as falls; trenching and excavation; struck by;
electrical; and health hazards associated with crystalline silica exposure
during construction activities. The addition and renovation project will
consist of construction of a 93,000 square foot addition and renovations to
the existing Kirner Johnson Building at Hamilton College in Clinton, NY. Built
in 1968, the Kirner Johnson Building houses the departments of government;
economics; communications and the offices of the Dean of Students and the
Registrar. The new structure will be structural steel frame with roof top
mechanical systems. The envelope finishes will consist of curtain wall,
punched windows, skylight, copper cladding, and pre-cast concrete panels.
Results: The injury and illness rates achieved were well below the national
average and rates typically found on similar-sized Barr & Barr projects. The
partnership between Barr & Barr and OSHA has resulted in fewer workers being
injured, a better trained workforce, more employee involvement in safety and
health processes, prompt identification and abatement of unsafe conditions and
behaviors, and better planning to prevent exposure to safety and health
hazards. |

in Syracuse, NY.
The goals of this Partnership include eliminating construction
industry-related hazards such as falls; electrical, caught in; caught between;
struck-by; trenching and excavation; and injuries and illnesses associated
with employee exposure to crystalline silica during construction activities.
In addition, the Partnership will focus on developing a contractor-government
working relationship that will encourage local construction and subcontractors
involved in the project to improve their safety and health performance;
increase employee involvement in safety program management and site
conditions; and provide employee safety and health training.
The Carousel Mall Expansion Project is a large construction project involving
800,000 square feet expansion of current retail space located adjacent to the
Carousel Mall. The construction project includes cast in place concrete,
precast concrete and steel.
The Cianbro Corporation, a heavy construction contractor based in Pittsfield
Maine, will work closely with Destiny USA Inc., owner of the Carousel Mall.
The project is scheduled to be completed in December 2008. |

Overview:
In a joint effort to heighten awareness of safety and health hazards; improve safety and health performance; and reduce accidents and incidents that may result in medical treatment; days away from work or restricted work activity or job transfer, OSHA, and Holder Construction Company; the Middlesex County Building and Construction Trades Council and the New Jersey Labor and Workforce Development On-Site Consultation Program signed a Partnership agreement on July 16, 2008. The partnership focused in particular on construction industry hazards such as: falls from elevation; electrocution; caught-between and struck-by hazards.
The NJ1 Data Center Project involved construction of a new data center for DuPont Fabros from the ground up. The new building is a two-story structure consisting of a main level and a mezzanine. It will occupy a footprint of approximately 1000 feet by 300 feet, with a southwest-facing central protrusion for office space. Essentially, it will be a secure shell with necessary utilities for data equipment, offering 90,000 square feet of portioned leasable space. The building will contain communication interface equipment; uninterrupted power units; generators; switching gear and chiller equipment for computer cooling. A raised floor will be provided for wiring.
Established in 1965, Holder Construction Company is a general contractor and construction management firm, headquartered in Atlanta, GA, with satellite offices in Phoenix, Charlotte and Washington, DC. Holder Construction Company actied as both general contractor and construction manager at the NJ1 Data Center Project.
Goals:
Some of the goals of this partnership include:
- Attain a project TCIR and DART rate which is at least 25% below the latest national average for NAICS code 2362
- Reduce workplace fatalities in construction by 15% by 2008 (3% reduction per year)
- Reduce workplace injury and illness in construction by 20% by 2008 (4% reduction per year)
- Develop and improve comprehensive site-specific safety and health management systems.
Results:
The partnership achieved success with respect to training. OSHA assisted in two training sessions which included a general introduction to the Partnership at a regularly-scheduled Monday morning safety meeting before 200 contractor employees and participation in a crisis management session for managers. Holder Construction Company conducts a 45-minute safety orientation for every new employee that comes on-site. Once a week, each contractor conducts a ten-minute daily tool-box safety talk on a variety of subjects with his employees. These may be selected randomly or address an event that occurred on-site recently. Every Monday morning, all contractors and their employees must attend a compulsory safety meeting that lasts about 15 minutes.
Training was also conducted on specific subjects such as confined space, excavation, fall protection, building and use of scaffolds, stairways and ladders, energy lock-out, use of respirators and the safe use of elevated work platforms (scissor lift and articulated booms). These specific subjects were generally taught for one hour. Twenty contractor managers were given 10-hour training and 20 Holder Construction Company managers were given 30-hour training. Also, 56 manager meetings were devoted to various safety subjects and project progress meetings which included a discussion on safety topics related to accidents and near misses.

Worth Construction Co., Inc. is the general contractor for the Ridge Hill, Phase I project which includes the construction of the core and shell for five buildings, with three attached pedestrian bridges. The buildings and bridges consist of structural steel frames with poured concrete floors on metal decks. External components consist of pre-cast concrete; panel; masonry; External Insulation Finishing System (EIFS) and other façade materials. In addition, the project covers construction of pile and grade beam foundations; a steel frame with long span steel trusses; masonry partitions; metal panel wall system and standing seam metal roofing.

Overview: Pursuing efforts to reduce workplace
fatalities by 3% each year, and reduce the total Rate of Days Away from Work
by 4% each year, OSHA; Torcon, Inc.; Monmouth County Building and Construction
Trades Council; and Ocean County Building and Construction Trades Council
signed a partnership agreement during construction of the Monmouth University
Multipurpose Activity Center (MAC). Some of the goals of the Partnership
include: maintaining the DART (cases with days away from work, restricted or
transferred) rate below the national average for the commercial construction
industry and to further reduce the level of recordable injuries by at least
four percent annually for the duration of the partnership. The Partnership
will focus in particular on construction industry hazards such as: falls,
struck-by, electrocution, and caught-in between hazards. The Project will
encompass approximately 152,400 square feet of new building space in the
activity center. The new building will consist of a structural steel
superstructure with a masonry and curtain wall exterior. This new
state-of-the-art facility will include a 4,100 seat multipurpose arena; 200
meter, 6-lane indoor track and field facility; a student fitness center and a
new university bookstore. The project is scheduled for completion in about 24
months. Torcon, Inc. received its
VPP
"Star" approval from OSHA in July 2007 for its Red Bank, NJ
headquarters.
Results: From the start of construction through the time of this report, the
Monmouth MAC project has experienced only one recordable incident, one
first-aid case, and zero lost time or restricted time incidents. The site's
participation in the Partnership was a major contributing factor in the
achievement of zero lost-time incidents over the 22 months of the project and
has raised the level of safety awareness on the part of subcontractor
employees.
Torcon, Inc. has a 16-year history in OSHA's Voluntary Protection Programs
(VPP), with more than 20 sites having participated in the program as "Star"
sites. |

The project consists of the abatement and demolition of an existing ten story
building in Mid-town Manhattan. The project will include construction of a
sixty-seven story, seven hundred-nine foot high hotel with ten stories of
private luxury condominiums near the top of the tower. In addition to the
hotel rooms and condominium, the hotel will also include amenities such as
large lounge areas, an atrium space, a two hundred seat restaurant and a
multi-level spa with indoor swimming pool.
Headquartered in New York City, Turner Construction Company, the Construction
Manager for the project, has a workforce of about 800 employees in the New
York Region. |

Overview: Pursuing efforts to reduce workplace
injuries and illnesses to a rate 25% below the national average for Specialty
Trade Contractors, Sordoni Construction Company; Hoffmann-La Roche Inc.; Essex
County Building and Construction Trades Council; Passaic County Building and
Construction Trades Council and New Jersey Department of Labor and Workforce
Development, signed a partnership agreement during interior renovations of the
Hoffmann-La Roche Inc. Building 76 in Nutley, New Jersey. Some of the goals of
the Partnership include: developing a working relationship that encourages all
construction contractors to improve their safety and health performance,
striving for the elimination of serious accidents in the construction
industry, and recognizing those contractors with exemplary safety and health
programs. The Partnership will focus in particular on construction industry
hazards such as: falls, struck-by, electrocution, and caught-in between
hazards. Building 76 will undergo major interior renovations and is currently
nearing the completion of a new curtain wall installation in another
partnership with OSHA. Currently, the building has fifteen floors, each
consisting of approximately 17,000 sq. ft. with a mechanical penthouse on the
roof level. The building contains a large auditorium, cafeteria, photographic
imaging service, finished office and support spaces. This project consists of
fitting-out floors seven through fourteen to an open office environment
consisting of workstations and support areas. The fifteenth floor will be
mixed-use with video and conference rooms and mechanical, electrical and
plumbing space. The penthouse will house electrical equipment and various
utility system components. Demolition and abatement of utility spaces and
shafts, along with the installation of new mechanical systems to serve floors
seven through fifteen are included in the project.
Results: No recordable injury cases occurred for the 161,008 man-hours of this
job, and no lost time or days away/restricted activity cases were recorded.
For comparison purposes, BLS 2008 data indicated that the total case rate is
5.1, and the total DART rate is 2.7, respectively, for specialty contractors
(NAICS code 238000). Therefore, this partnership was extremely successful in
that it met the goal of trying to obtain injury and illness 25% below industry
average rates (100% -below industry average). Another success indicator was
increasing the safety and health knowledge and awareness of all contract
personnel onsite as indicated by the many hours of safety and health
information and training that was conducted on this successful project. The
Partnership enhanced communication, education and training which in this
particular instance resulted in a successful partnership as evidenced by no
lost time and no recordable injuries and illnesses. |

Overview:
OSHA; Structure Tone Inc.; the Somerset County Building and Construction Trades Council and the New Jersey Department of Labor and Workforce Development On-Site Consultation Program signed a partnership agreement to provide a safe and healthful work environment during construction of DC1 America's Data Center in Somerset, New Jersey. The partnership, in particular, focused on construction industry-related injuries and illnesses such as falls, struck by, trenching and excavation hazards and health hazards associated with exposure to silica during construction activities.
The DC1 Americas Data Center project included construction of concrete caisson footings along with formwork for grade beams, wing walls and levees. Generator buildings were constructed to the south and north. Initial phases included steel erection followed by pre-cast concrete slab panel erection, decking and studwork. The walls or façade of this facility will be lift slab construction using pre-cast concrete lowered into place by crane and bolted to upright I-beams. Floors will be constructed using Q-deck and a poured-in-place floor. Electric and data cables will be placed in thousands of feet of underground or concrete-covered conduit. The facility will house two separate external power feed sub-stations, and an uninterrupted power supply with both battery and generator backup, roof level chillers and a computer area with LAN capability. There will be an associated conference area, wellness facility, maintenance and electrical shop, and a loading dock. Two twenty thousand gallon fuel oil storage tanks will be erected outside and above-grade.

After the demolition of an eleven story building adjacent to the hospital’s emergency department and partial demolition of a three story building attached to an existing structure, a 230,000 square foot, four-story building was be constructed in Paterson, N.J. The new structure houses a larger Emergency Room with new operating rooms, as well as two levels of critical care areas including cardiac, surgical and medical intensive care units. The new building has a ground floor emergency department with triage, fast track, trauma, acute care and pediatric services. The center has separate entrances for ambulances, adult walk-in and pediatric walk-in patients.
