Associated Builders and Contractors Partnerships Utilizing the Safety Training and Evaluation Process

Safety Training and Evaluation Process (STEP) was created in 1989 by the National Environment, Health & Safety Committee of the Associated Builders and Contractors to recognize ABC member companies with exceptional safety records. It is a national program designed to assist its member construction companies in annually evaluating their safety and health management system performance and their safety and health training programs. There are four levels of achievement in the STEP program: Bronze, Silver, Gold and Platinum.

STEP provides ABC contractor members with a consistent, effective tool to evaluate safety training programs by using 20 standard "key components" of safety. Each key component focuses on specific safety and training areas essential to a successful, effective safety training program. STEP highlights not only a company's safety and training successes, but also helps to identify areas where companies can improve their efforts to build a stronger safety program. STEP recognizes companies that go above and beyond OSHA requirements for a safe workplace.

The Occupational Safety and Health Administration (OSHA) partnered with ABC on a nationwide basis on February 11, 2000. When the national Partnership expired on September 1, 2004, OSHA and ABC agreed to continue the efforts by having local ABC chapters partner with the OSHA area office in its jurisdiction.

Overview:
Associated Builders and Contractors, Inc., (ABC) and the Occupational Safety and Health Administration (OSHA) entered into this partnership to provide a safe and healthful work environment in the construction Industry. Implementation of this agreement was expected to result in decreased injuries, illnesses, and fatalities for participant contractors with a resultant decrease in worker compensation costs. ABC member construction companies were to use the Safety Training and Evaluation Process, or "STEP" program in evaluating their safety and health program performance and their safety and health training programs. The primary goals were to: reduce by 3% annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety programs; decrease worker compensation costs and OSHA penalties for contractor participants; and, allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Partnership Results:
The ABC – Delaware chapter assisted its participating members by providing almost 2,000 hours of training on an annual basis. The training sessions included a variety of topics such as Hazardous Communication, First Aid / CPR, OSHA 10 Hour Certification Course, Electrical Safety, Stress, Confined Space, Trenching, and Scaffolding.

Furthermore, in the final years of the Partnership, none of the participating members had a recorded incident involving any of the four focused categories (falls from elevation, struck by, caught in, and electrocution).

Also, at the end of the Partnership, due to improvements to their safety and health management systems, eleven companies were awarded Platinum status, which is a significant increase compared to the previous year where there were only four members with Platinum status.

Partnership Results:
At the conclusion of this Partnership, a total of 25 employers and 1,080 employees were impacted.

The implementation of this agreement did result in improved awareness of safety concerns among the participating members, and a decrease in injuries, illnesses and fatalities for the participating contractors with a resultant decrease in worker compensation costs as well as other direct or indirect costs.

The Allentown Area Office and the Eastern Pennsylvania Chapter hope to continue the beneficial relationship by signing a new Partnership agreement with revised goals and measures in the next year.
