AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
MICHIGAN OCCUPATIONAL SAFETY & HEALTH ADMINISTRATION
AND
Office of the State Employer - Employee Health Management
Purpose and Scope of Alliance:
The Michigan Occupational Safety and Health Administration (MIOSHA) and the Office of the State
Employer-Employee Health Management Division (EHM) recognize the value of establishing a
collaborative relationship to improve the workplace safety and health in state government. MIOSHA
and the EHM hereby form an Alliance for the purpose of using their collective expertise to promote
safety leadership and provide support for creating a culture of continual workplace safety and
health improvement.
Goals and Objectives of Alliance:
MIOSHA and EHM will promote a Safety and Health System in State Government designed to include
management, supervision, labor, and employees working together to create a safer and healthier
workplace.
Outreach and Communication:
- Send an announcement of this alliance and agreement to State of Michigan Department Directors.
- Distribute promotional information to Department Directors on the State of Michigan's Safety and
Health System and EHM and CET services and, as a part of each site visit to state facilities.
- Promote and encourage state departments to participate in MIOSHA's Voluntary Protection Program
and MSHARP safety recognition awards.
- Disseminate safety & health information through print and electronic media, email and links from
MIOSHA and OSE web sites.
Training and Education:
- Update the State of Michigan Safety and Health Policy statement for State Employees for signature
by the Governor.
- Conduct orientation and training for MIOSHA Enforcement and CET staff on the State of Michigan's
Safety & Health System.
- Develop and deliver a safety and health basic training and leadership curricula and train the
trainer course materials for departmental and local Safety and Health Coordinators.
Promoting Dialogue:
- Provide MIOSHA with routine Safety & Health Coordinator list updates.
- Provide copies of MIOSHA citations to state departments to the appropriate departmental Safety &
Health Coordinator. Upon receipt of the certified letter sent to the department, EHM will be
forwarded a copy.
- Share EHM developed summary accident data to use in demonstrating the success of implementing
effective Safety & Health Systems with departments S&H Coordinators and MIOSHA.
Roles and Responsibilities:
- An implementation team of representatives from both organizations will meet to develop a plan of
action and identify the roles and responsibilities of the participants. In addition they will meet
as needed to discuss and improve the Alliance.
Outcomes of Alliance Activities:
- Success of this Alliance will be measured comparing pre- and post- agreement data on injuries,
illnesses and workers' compensation costs and assessing whether there has been an increase in safety
& health activities. A report on the Alliance activities will be submitted annually.
Initiation and Cancellation of Agreement:
The agreement is in effect on the date of signing and will remain in effect for three years. Prior
to the expiration of the agreement, the parties will confer and evaluate whether the agreement
should be extended. Without regard to the term of the agreement, any of the parties can terminate
the agreement with 30 days written notification.
