          Alliance between Oregon OSHA
and the
Oregon Home Builders Association (OHBA)

Summary of goals: Residential home construction continues to be a high hazard occupation in Oregon. This alliance seeks to increase outreach efforts to affected employers and employees in this industry, with the goal of increasing awareness surrounding fall and motor vehicle safety hazards, and ultimately reducing illness and injury rates among employees in the residential construction industry in Oregon. In addition, this alliance will contribute to the statewide dialogue on workplace safety and health.

Outreach and Communication
Oregon OSHA and OHBA will work together to achieve the following outreach and communication goals:
  • Work with Oregon OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information in English, Spanish and/or other languages (e.g., print and electronic media, electronic assistance tools, and Oregon OSHA’s and OHBA’s websites) to employers and employees in the residential construction industry.
     
  • Speak, exhibit, or appear at Oregon OSHA’s or OHBA’s conferences, local meetings, or other events.
     
  • Share information among Oregon OSHA personnel and industry safety and health professionals regarding OHBA’s best practices and publicize the benefits of implementing safety programs and best practices. Outreach methods used by OHBA and Oregon OSHA may include newly developed materials, training programs, workshops, seminars, and lectures.
     
  • Promote and encourage OHBA members’ participation in Oregon OSHA’s cooperative programs such as the consultation program, the Safety and Health Achievement Recognition Program (SHARP), and the Voluntary Protection Program (VPP).

    Encourage OHBA’s local chapters to use the services of Oregon OSHA’s Field Office consultants to address health and safety issues, including fall hazards and motor vehicle safety hazards.
Promoting the statewide dialogue on workplace safety and health
Oregon OSHA and OHBA will work together to achieve the following goal related to promoting the statewide dialogue on workplace safety and health:
  • Convene or participate in forums, round table discussions, or stakeholder meetings on issues including falls and motor vehicle safety hazards in residential construction, and help forge innovative health and safety solutions benefiting the industry.
Alliance outcome goals:
Falls and motor vehicle safety will be specific focus areas for the alliance. A dedicated attempt will be made to reach small employers in the state, using outreach methods (e.g., conferences, seminars, etc.) and consultations.

How activities contribute to the OR-OSHA 5-year strategic plan goals and annual performance goals:
Alliance activities will contribute to Strategic Goal #1 – Reduce injuries, illness and fatalities by promoting employer self-sufficiency, and Strategic Goal #2 – Reduce injuries, illnesses and fatalities by working with employers to reduce occupational hazards and exposures.

In particular, the following activities will contribute to Oregon OSHA’s measurable progress on performance goals for FY 2008 and FY 2009:

Performance Goal 1-1
Encourage employer members of the alliance to participate in one of Oregon OSHA’s voluntary recognition programs – SHARP or VPP.

Performance Goal 1-2
In consultations with target employers, work with the employer’s safety committee on a majority of consultation visits.

Performance Goal 1-3
Strengthen the partnership between Oregon OSHA and the statewide OHBA, as well as between Oregon OSHA and local member home builder associations.

Performance Goal 2-1b
Increase in the number of consultation visits in construction as a result of this alliance.

Performance Goal 2-2
Increase the number of motor vehicle evaluations discussed with employers as a result of comprehensive consultation visits

Reporting requirements:
Quarterly and annual reporting of evaluation indicators and achievement of outcomes. Assist in preparation of narrative. Contribute information for press releases.

Oregon OSHA’s alliances provide parties an opportunity to participate in a cooperative relationship with Oregon OSHA for purposes such as training and education, outreach and communication, promoting the statewide dialogue on workplace safety and health, and regulatory streamlining. These alliances have proved to be valuable tools for both Oregon OSHA and its alliance participants. By entering into an alliance with a party, Oregon OSHA is not endorsing any of that party’s products or services; nor does the agency enter into an alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the alliance.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
