AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
MICHIGAN OCCUPATIONAL SAFETY & HEALTH ADMINISTRATION
AND
MICHIGAN ROAD BUILDERS ASSOCIATION

MRBA wishes to build on and enhance the mutual benefits of the State's first ever historic partnership with MIOSHA by entering into a Strategic Alliance (SA). This SA will directly benefit the many highway contractors who utilize MRBA membership to improve their safety programs and their overall business.

MRBA represents the contractors that perform the vast majority of all of the state highway construction and related work. These companies construct roads, bridges and all related surface infrastructure projects. MRBA member companies range in size from those only employing a few family members to multi national organizations that employ several hundred people in Michigan alone.

This SA will root itself in the many successes of the MRBA/MIOSHA partnership of the past six years, while looking to enhance this work and create new initiatives to improve worker health and safety. The primary goal would be to communicate important MIOSHA information to MRBA members and represent issues from the membership back to the MIOSHA leadership. Keeping these lines of communication open is a vitally important component necessary for continued success.

The SA will have a positive impact on the overall safety programs of over 400 contractor and associate members of the Michigan Read Builders Association, who employ in excess of 7500 workers in the State.

Goals and Objectives
  • MRBA will assist in sponsoring at least on highway contractor for VPP status.
     
  • MRBA will assist in sponsoring at least on highway contractor for a formal partnership with MIOSHA.
     
  • MRBA will utilize its many communication mediums (website, newsletters, conferences, etc.) to share vital safety and health information with contractors. MRBA will inform its members of changes in MIOSHA Administrative and Standards changes to keep them current with all information.
     
  • MRBA will author one article annually for the MIOSHA News newsletter.
     
  • MRBA will speak at one MIOSHA Division meeting per year.
     
  • MIOSHA will author one article annually in the MRBA Interchange magazine.
     
  • MRBA will invite and MIOSHA will send one or more individuals from the Construction Safety and Health Division (or other divisions if indicated) to attend the MRBA Annual and/or Summer Conference.
Outreach and Communication
  • MRBA will utilize its many opportunities to access highway contractors at meetings, conferences, newsletters and website to keep our membership and industry partners abreast of key safety and regulatory issues.
  • When indicated, special task forces or ad hoc committees will be created in order to review and create innovative solutions to complex safety, regulatory or other issues of importance to the parties. Examples of this could include, but are not excluded to, focused inspections, violation classifications and partial settlement agreements.
Promoting Dialogue
  • An excellent dialogue between MIOSHA and MRBA has existed for years. The SA will strive to continue this and will seek additional opportunities to expose MIOSHA staff to MRBA members in non-confrontational environments for open dialogue and brainstorming sessions at our regularly scheduled meetings and conferences.
Roles and Responsibilities
  • MRBA's Director of Safety and Training Services, Michael L. Eckert, will make himself available to MIOSHA at anytime to communicate any industry concerns and keep all lines of communication open. MRBA's Executive Vice President Tony Millo, will promote the importance and benefits of the SA to the MRBA membership and other associations, owner groups, labor organizations and related industry partners. MRBA's elected leadership (Board of Directors/Officers) will similarly promote the importance and benefits of the SA.
     
  • MIOSHA representatives will continue to make themselves available to address industry needs and concerns. Should communication, responsiveness or implementation of any goals become hampered or ineffective, the parties will convene a meeting to work out any misunderstandings or differences.
Outcomes of Alliance Activities
  • The SA will continue to build on the many successes of our longstanding partnership. The outcome of this SA will be numerous annual informational updates on key safety, health and regulatory issues to over 400 MRBA members, representing thousands of Michigan workers each year. The overall goals of saving lives, preventing injuries, preventing property loss and reducing regulatory compliance violations will always remain in focus.
     
  • Press releases, training initiatives, joint meetings and electronic communications will serve to keep the SA at the forefront of safety and health activities in the construction industry in Michigan year round.
The Alliance agreement is effective on the date of signing and will be in effect for 3 years. Prior to the expiration of the agreement, th parties will confer and evaluate whether the agreement should be extended. Without regard to the term of the agreement, any of the parties can terminate wth agreement with 30 days written notification.
