Purpose and Scope of Alliance:
In this section, provide a brief summary of the purpose of the alliance, who
is identified as the target audience, the major activities of the alliance,
benefits, and positive impact on workplace safety and health of the alliance,
etc.
- Purpose: BS&B Industrial Protection Devices, LLC recognizes the
value of establishing a collaborative relationship to foster safer and more
healthful Michigan workplaces. BS&B is proposing that we reach an understanding
to work together through an Alliance to provide owners, operators, and
constructors of combustible dust processes, handling and storage equipment and
others with information, guidance, and access to training resources. These
training resources will help protect employees’ health and safety, particularly
in reducing and preventing exposure to combustible dust explosion hazards and
addressing prevention and protection issues.
- Target Audience: GISHD-Com-08-March 12, 2008. Table one--Industries
that may have combustible dust.
- Major Alliance Activity: BS&B will work with MIOSHA to achieve the
following outreach and communication goals:
Work with MIOSHA to provide expertise in developing information on the
recognition and prevention of workplace hazards, and to provide expertise in
developing ways of communicating such information (e.g. print and electronic
media, electronic assistance tools and MIOSHA and the BS&B websites) to
employers and employees in the industry covered by the regulations.
Set up eight workshops within the three-year length agreement throughout the
state of Michigan at locations selected to provide easy access to the target
audiences. Can be held at colleges or other government locations to minimize
costs.
The workshops will cover key steps in dust explosion risk management. From the
assessment of risk through implementation of technical solutions compliant with
industry standards and the MIOSHA Emphasis Program requirements.
The workshop will include practical guidance for the plant owner/operator and
the designer of process equipment.
The workshops are titled: “Combustible Dust Explosion Hazards – Recognition,
Prevention and Protection”.
- Alliance Benefit: MIOSHA and BS&B will work together to: develop
training resources, communicate information, and provide training on the
prevention of combustible dust explosions.
To raise awareness of the hazards of combustible dust to prevent employee
injuries and illnesses.
- Alliance Positive Impact: Through training, roundtable discussions,
and stakeholder meetings, a positive impact will help reduce dust explosions
and prevent worker injuries.
Goals and Objectives of Alliance:
All alliances must include an outreach and communication goal. Other goal
areas should be included and explained when included in the activities of the
alliance. Please list below the goals and objectives of this alliance.
- Outreach and Communication:
Describe the types of outreach and communication that will be a part of this
alliance. Include, in general terms, how these will be accomplished.
Provide training regarding combustible dust – risk assessment and prevention
and protection strategies that are compliant with current industry standards.
Develop and disseminate case studies illustrating the business value of safety
and health and publicize their results.
- Training and Education:
Include a description of training and education activities, when applicable. Do
not respond if training and education is not part of the alliance.
Train MIOSHA staff on combustible dust explosion hazards in December 2009.
Speak and exhibit at The Michigan Safety Conference – Spring 2010.
Set up eight workshops within the three-year agreement throughout the State of
Michigan in conjunction with MIOSHA CET Division.
Conduct the first workshops within the first quarter of 2010. The workshop will
cover key steps in dust explosion risk management. From the assessment of risk
through implementation of technical solutions compliant with industry standards
and MIOSHA Emphasis Program requirements.
- Promoting Dialogue:
Include a description of how this alliance will promote dialogue in Michigan
related to workplace safety and health issues. Do not respond if promoting
dialogue is not part of the alliance.
Participate in forums, round table discussions, or stakeholder meetings on
combustible dust explosion risk recognition, protection and prevention issues
that can help forge innovative solutions in the workplace and to provide input
on safety and health issues related to combustible dust hazards.
Roles and Responsibilities:
Include a general description of the role of all parties signing the
alliance.
- BS&B and MIOSHA will develop training information “content” for combustible
dust workshops.
- BS & B will provide trainers for presenting the workshops.
- BS&B will work collaboratively with MIOSHA to promote safety and health
awareness, and participate in open dialogue to increase MIOSHA staff knowledge
of the dangers of combustible dust.
- MOSHA – Promote the alliance in the MIOSHA Newsletter and on the MIOSHA
website.
- MIOSHA will develop brochures to promote the workshops and location of
seminars.
Outcomes of Alliance Activities:
Include a general summary of the expected outcomes of the alliances such as
the number of activities, news releases, outreach activities, anticipated number
of people reached as a result of the alliance activities.
- The workshops will include practical guidance for the plant owner/operator
and the designer of process equipment.
- CEU Credits can be provided to company’s who send employees to these
sessions.
- Owner/Operators have an opportunity to learn what changes they need to make
in order to be compliant with Industry Standards regarding “combustible dusts”
in their facilities in order to protect their employees and facilities.
Initiation and Cancellation of Agreement:
The alliance agreement is effective on the date of
signing and will be in effect for three years. Prior to the expiration of
the agreement, the parties will confer and evaluate whether the agreement should
be extended. Without regard to the term of the agreement, any of the parties can
terminate the agreement with 30 days written notification.
