Maryland Occupational Safety and Health (MOSH) and the Maryland Home Builders’
Safety Alliance (MHBSA) recognize the value of continuing a collaborative relationship begun in 2006
to foster a safer and more healthful work environment in the residential construction industry
including outreach to the non-English speaking workforce. MOSH and MHBSA therefore agree to renew
their Alliance to use their collective expertise to help foster a culture of prevention.
MOSH and MHBSA agree to continue this Alliance to reduce injuries, illnesses, and fatalities in the
residential building trades. MOSH and the MHBSA will work together to achieve the following
training, outreach and communication goals:
- The Alliance will participate in the 2007 Chesapeake Region Safety Council Safety, Health and
Environment Conference and at the Mid-Atlantic Construction Safety Conference in 2008, focusing on
Residential Construction.
- The Alliance will sponsor a Roundtable meeting with other Builders to discuss their respective
safety issues and best practices. Date and details to be determined.
- The Alliance will determine the feasibility of creating an OSHA 10 hour Training Course for
Residential construction for delivery in 2008.
- The Alliance will sponsor the National Association of Home Builders (NAHB) Fall Protection
Training class at a site to be determined.
- The Alliance will conduct at least 2 additional training sessions on residential construction
safety.
- The Alliance will create at least 2 more safety handouts for informational purposes.
During quarterly meetings representatives of each organization will also
develop a plan of action, determine working procedures, and identify the roles and responsibilities
of the participants. In addition, they will meet to develop, track, and share information on
activities and results in achieving the goals of the Alliance. One week before the end of each year
of the Alliance tracking data related to Alliance will be collected and shared between both parties
and more often if needed.
Any member of the Maryland Home Builders’ Safety Alliance may withdraw from the Alliance for any
reason with 30 days written notice. This agreement may be modified at any time with the concurrence
of both signatories and may be terminated for any reason with 30 days written notice from either
signatory.

Background:
The Maryland Home Builders Safety Alliance (MHBSA) joined in an Alliance with MOSH on March 10, 2006
with the common goal of reducing injuries, illnesses, and fatalities among residential building
trades; including providing training designed for both English and non-English speaking workers.
After successfully meeting the goals in the first year of the MOSH Alliance, founding members of the MHBSA voted unanimously to continue this Alliance in order to further promote safety in the
residential construction industry.
Founding members of the Alliance (denoted by asterisk *) are pleased to join in signing this renewal
agreement along with invited new members, whose commitment and expertise will ensure the success of
