Alliance Overview
During the three-year alliance, the Occupational Safety and Health Administration (OSHA), the
Residential Construction Employers Council (RCEC), the Chicago Regional Council of Carpenters
(Carpenters), and the state of Illinois Onsite Safety and Health Consultation Service will provide
residential contractors in the state of Illinois with information, guidance, and access to training
resources that will help them protect employees’ health and safety, particularly in reducing and
preventing exposure to safety and health hazards found in residential construction.
The alliance will also promote and encourage participation in OSHA's cooperative programs. These
include compliance assistance, safety and health consultation programs, the Voluntary Protection
Programs and the Safety and Health Achievement Recognition Program.

Council; Thomas Kavicky, Chicago Regional Council of Carpenters; David Kramer, Program Manager,
Onsite Consultation, IL DCEO.
II. Implementation Team Meetings
The Implementation Team Members held one (1) meeting during the year and email and phone contact was
maintained throughout the year.
III. Activities and Products
Evaluation Period.
This report covers March 2, 2006 to March 2, 2007.
Alliance Activity.
OSHA participated in the RCEC "Hot Topics" seminar in February 2006. The training sessions provided
information on safety-related issues relevant to residential construction work. The plenary session
included an update and the "top ten" cited violations. Two breakout sessions covered fall protection
(residential v. commercial) and powered industrial vehicles used on residential construction sites.
The purpose was to demonstrate practical ways to maintain a safe jobsite. OSHA speaks at this
conference so participants can hear the latest information and learn about the newest OSHA
initiatives.

IV. Results
This Alliance provided valuable technical information to residential contractors.

V. Upcoming Milestones
The Alliance Partners will continue to meet to address emerging issues and
develop strategies to address those concerns, especially in the area of fall protection on
residential construction sites. OSHA will continue to provide an update and training at the annual
"Hot Topics" seminar held each year in February.
