AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION U.S. DEPARTMENT OF LABOR PEORIA AREA OFFICE AND GREATER PEORIA CONTRACTORS & SUPPLIERS ASSOCIATION, INC.
The Occupational Safety and Health Administration (OSHA) and the Greater Peoria Contractors and Supplier Association, Inc. (GPCSA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and GPCSA hereby form an Alliance to provide GPCSA members and others with information, guidance and access to training resources that will help protect employees, particularly in reducing and preventing exposure to construction industry hazards related to falls, being crushed, electricity, and amputations. In developing this Alliance, OSHA and GPCSA recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort. OSHA and the GPCSA will work together to achieve the following training and education goals: Develop safety and health training sessions on the hazards related to falls, being crushed, electricity, and amputations and identify methods that can be used to eliminate or control the hazards.   Deliver or arrange for the delivery of safety and health training courses that address effective safety and health programs, the hazards encountered by GPCSA members, and competent person training. OSHA and the GPCSA will work together to achieve the following outreach and communication goals: Develop and disseminate information about electronic tools and links on the OSHA and GPCSA web sites related to improving safety and health programs and the control of hazards related to the construction industry.   Disseminate information to increase the knowledge of OSHA’s regulatory requirements to employers and labor organizations.   Encourage employers to improve their safety and health performance and promote the use of Consultation services and training.   OSHA will encourage the Department of Commerce and Economic Opportunity (DCEO) On-site Consultation Service to give priority to GPCSA member requests.   Encourage GPCSA members to seek recognition through the GPCSA recognition system and the OSHA Voluntary Protection Program or the DCEO Consultation Service SHARP program. OSHA and the GPCSA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health: The GPCSA will raise the awareness of others and demonstrate commitment to workplace safety and health when the GPCSA leaders address groups.   Publicize the results of the Alliance through print or electronic media.   Convene or participate in forums, round table discussions or stakeholder meetings to help forge innovative solutions. OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services. An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice.
