S.A.F.E. Alliance – Annual and Close -Report

  1. Alliance Background

    Overview:

    The Occupational Safety and Health Administration (OSHA), Georgia Utility Contractors Association, Inc. (GUCA), Georgia Hispanic Contractors Association (GHCA), Georgia Institute of Technology –Safety, Health, and Environmental Technology Division (Georgia Tech) and the 1Metro Area Fire Departments established the Safety Awareness Facilitation Education (S.A.F.E.) Alliance. The S.A.F.E. Alliance is focused on reducing and preventing exposure to trenching and excavation hazards.

  2. Implementation Team Membership and Contributors:
     
    Representatives from OSHA, GUCA, the GHCA, Georgia Tech and the Metro Area Fire Departments conducted all required quarterly meeting by teleconferencing, formal meetings and training sessions on the following dates: 7/9/09

    Training and Education

    Events

    • On July 9, 2009, at the request of GUCA, the Compliance Assistance Specialists from the Atlanta-West Area Office researched 2007 and 2008 trenching and confined space related fatalities in Georgia. The information will be used in training courses provided by GUCA.

    • On July 23, 2009, the Compliance Assistance Specialists from the Atlanta-West Area Office conducted a training presentation on trenching and excavation safety for the Fayette County Utility Contractors Committee (UCC) members.

    • On October 1, 2009, the Compliance Assistance Specialists from the Atlanta-West Area Office conducted a training presentation on trenching and excavation safety for the Coweta County Utility Contractors Committee (UCC) members.
    Products

    • Approximately 20 copies of the "Trenching and Excavation Safety and Trench Rescue" DVD were distributed during the Fayette County UCC meeting plus other OSHA related publications.

    • Approximately 12 copies of the "Trenching and Excavation Safety and Trench Rescue" DVD were distributed during the Coweta County UCC meeting plus other OSHA related publications.
    Outreach and Communication

    Events

    • On March 27, 2009, the Compliance Assistance Specialists from the Atlanta-West Area Office provided copies of the "Trenching and Excavation Safety and Trench Rescue" DVD (developed through the SAFE Alliance) to participants of the 2009 AGC Safety Day. Approximately 350 attendees participated in the event and approx. 35 DVDs were distributed.

    • On August 14, 2009, the Compliance Assistance Specialists from the Atlanta-West Area Office participated at the AGC Stand Down dealing with trench safety.
    Products

    • Approximately 35 copies of the "Trenching and Excavation Safety and Trench Rescue" DVD were distributed on the 2009 AGC Safety Day plus other OSHA related publications.

    • Region IV reproduced over 4,000 copies of the "Trenching and Excavation Safety and Trench Rescue" DVD developed by the S.A.F.E. Alliance for distribution throughout the state.

  5. Upcoming Milestones and Activity in FY 2010
     

    • The S.A.F.E. Alliance has formally concluded; however, the OSHA Area Offices in Atlanta, Georgia, will continue to work with GUCA, GHCA, Georgia Tech and the Metro Atlanta Fire Departments in an effort to prevent trenching and excavation accidents.

    • Continue to provide Trench Safety training and outreach to members of local UCCs and construction-related associations, as well as young workers.

    • Continue distribution of the two bilingual DVDs titled, "Trenching and Excavation Safety and Trench Rescue" and "Building a Safer Workplace for All: Safety Resources for the Construction Industry".
