Overview:
The Occupational Safety and Health Administration (OSHA), Georgia Utility
Contractors Association, Inc. (GUCA), Georgia Hispanic Contractors Association (GHCA),
Georgia Institute of Technology –Safety, Health, and Environmental Technology
Division (Georgia Tech) and the Metro Area Fire Departments established the
Safety Awareness Facilitation Education (S.A.F.E.) Alliance. The S.A.F.E.
Alliance is focused on reducing and preventing exposure to trenching and
excavation hazards.
- Implementation Team Membership and Contributors:
Representatives from OSHA, GUCA, the GHCA, Georgia Tech and the Metro Area Fire
Departments conducted all required quarterly meeting by teleconferencing, formal
meetings and training sessions on the following dates: 10/10/2007, 10/25/2007,
12/12/2007, 2/12/2008, 2/15/2008 and 2/20/2008.

Training and Education
Events
- On October 10, 2007, the Compliance Assistance Specialists from the
Atlanta-West Area Office provided Trench Safety training to the members of the
Forsyth County Utilities Coordinators Council (UCC). Approximately 45
attendees participated in the training session.
- On February 12, 2008, the Compliance Assistance Specialists from the
Atlanta-West Area Office provided Trench Safety training to the members of the
Douglasville County Utilities Coordinators Council (UCC). Approximately 50
attendees participated in the training session.
Products
- Approximately 50 copies of the "Trenching and Excavation Safety and Trench
Rescue" DVD were distributed among members of the Forsyth County UCC and
Douglasville UCC.
Outreach and Communication
Events
- On March 13, 2008, a representatives from the Alliance group distributed
outreach material from an informational booth during the Georgia Utility
Contractors Association (GUCA) Expo Approximately 300 attendees participated
in the event.
- On October 15, 2008, a representative from the Alliance group distributed
outreach material from an informational booth during the Consulate General of
Mexico in Atlanta, GA, Health Week. Approximately 400 attendees participated
in the event.
Products
- Approximately 40 copies of the "Trenching and Excavation Safety and Trench
Rescue" DVD were distributed on both events plus other OSHA related
publications.
Promoting the National Dialogue on Workplace Safety and Health
Events
Products
- A new bilingual DVD titled, "Building a Safer Workplace for All: Safety
Resources for the Construction Industry", was developed with the support of
some members of the SAFE Alliance. The DVD has a section about excavation and
trenching safety. 1,500 copies were produced and distributed throughout Region
IV, Region VII (Missouri, Iowa, Kansas and Nebraska) and Region IX
(California).

- Continue to provide Trench Safety training to members of local UCCs and
construction-related associations and teen workers.
- Continue distribution of the new bilingual DVD titled, "Building a Safer
Workplace for All: Safety Resources for the Construction Industry".
