AGREEMENT ESTABLISHING AN ALLIANCE
between
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR

and the
ROOFING, METAL & HEATING ASSOCIATES, INC.
CONTRACTOR MEMBERS |
The Occupational Safety and Health Administration (OSHA) and the Roofing, Metal
& Heating Associates Contractor Members recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. OSHA and the Roofing, Metal &
Heating Associates Contractor Members hereby form an Alliance to provide the members with information,
guidance, and access to training resources that will help them protect employees' health and safety,
particularly in reducing and preventing exposure to fall, electrical and other roofing industry hazards.
OSHA and the Roofing, Metal & Heating Associates Contractor Members will work together to achieve
the following training and education goals:
- Work with OSHA to provide expertise to develop training and education programs for the Associates
Contractor members, their representatives and their employees in areas such as falls, electrical and
radiofrequency (RF) hazards, hazardous chemicals and identifying appropriate personal protective
equipment needs, and to provide expertise in communicating such information to employers and
employees in the industry.
- Provide assistance in the delivery of OSHA's 10- and 30-Hour Construction Safety courses to
management representatives of the Roofing, Metal and Heating Associates and their employees.
- Encourage designated Associates Contractor Member representatives to qualify and maintain their
status as Train-the-Trainers to teach and certify the OSHA 10- and 30-Hour Construction courses.
- Work with OSHA to provide expertise to develop workplace safety and health curricula in areas such
as fall protection, electrical safety, chemical hazard awareness, radio frequency (RF) safety and
personal protective equipment to be disseminated to the Associates Contractor members and
affiliations with a focus on small business employers.
OSHA and the Roofing, Metal & Heating Associates Contractor Members will work
together to achieve the following outreach and communication goals:
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating this information
such as presenting at National Roofing Contractor Association conferences in addition to providing
this information at local member meetings and through electronic media, electronic assistance tools
and web sites to employers and employees in the industry.
- Speak, exhibit, or appear at OSHA's or the Roofing, Metal & Heating Associates conferences, local
meetings, or other related events.
- Share information on best practices or effective approaches as jointly determined by the Alliance
members and publicize results through outreach by the Roofing, Metal & Heating Associates and OSHA.
- Promote and encourage the Roofing, Metal & Heating Associates Contractor Members participation in
OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program,
Consultation, and the Safety and Health Achievement Recognition Program.
OSHA and the Roofing, Metal & Heating Associates Contractor Members will work
together to achieve the following goals related to promoting the national dialogue on workplace safety and
health:
- Raise others' awareness of and demonstrate their own commitment to workplace safety and health
whenever the Roofing, Metal & Heating Associates leaders address industry groups.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results in OSHA and the Roofing, Metal & Heating Associates members' newsletters and
other media such as local newspapers.
- Convene or participate in forums, round table discussions, or stakeholder meetings on roofing
industry safety and health issues to help forge innovative solutions in the workplace or to provide
input on safety and health issues.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party's products or services.
An implementation team made up of representatives of the Alliance members will meet to develop a
plan of action, determine working procedures, and identify the roles and responsibilities of the
participants. Team members will include representatives of OSHA's Philadelphia Area Office along
with designated representatives of the Roofing, Metal & Heating Associates Contractor Members. In
addition, quarterly meetings will be held to track and share information on activities and results
in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason
at any time, provided they give 30 days written notice. This agreement may be modified at any time
with the concurrence of both signatories.
