  1. Alliance Background

    Overview:
    The Roofing, Metal & Heating/OSHA Alliance goal is to develop and provide training and education programs for the roofing industry, to provide the Contact Members with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to fall, electrical and other roofing industry hazards.

    The Roofing, Metal & Heating Associates represents twenty small business roofing contractors who have participated in the outreach breakout sessions.

    The evaluation covers the time frame of March 25, 2008 through March 25, 2009.

     
  2. Implementation Team Meetings

    Initial Implementation Meeting held at the Roofing, Metal & Heating Associations meeting room located at Kelly Seafood on May 28, 2008. A schedule of meetings and outreach sessions were discussed.

    Second Alliance Quarterly Meeting and Outreach Session was conducted at the Roofing, Metal & Heating Association’s meeting room located at Kelly Seafood on November 19, 2008.

    Third Alliance Quarterly Meeting was conducted at the Roofing, Metal & Heating Association’s meeting room located at Kelly Seafood on March 11, 2009.

    Fourth Alliance Quarterly Meeting and Outreach Session was conducted at the Roofing, Metal & Heating Association’s meeting room located at Kelly Seafood on March 25, 2009.

     
  3. Events and Products

    Training and Education
    • November 19, 2008, Initial Alliance Meetings- OSHA’s Philadelphia Area Office Area Director and Compliance Assistance Specialist provided an introductory outreach session. Session topics included Understanding Cooperative Programs and the Alliance Agreement in addition to Radio Frequency (RF) Hazards in Roofing Operations and Control Methods.
       
    • January 9, 2008, second outreach training session was provided for members of the Alliance. The session included a Power Point presentation covering; an Introduction to OSHA, Fall Protection Requirements for Roofing Operations and National & Local Most Frequently Cited Standards in the Roofing Industry.
       
    • March 25, 2009, Power Point Presentation- Third outreach session was provided for members of the Alliance. The session included a Power Point presentation covering: OSHA and the inspection Process, Fall Protection Requirements for Roofing Operations, Chemical Hazard Communication, and National & Local Most Frequently Cited Standards in the Roofing Industry.
       
    Outreach and Communication
    • The Roofing, Heating & Metal Association has developed a membership publication where all Alliance activities will be disseminated.
       
    Promoting the National Dialogue on Workplace Safety and Health
    • No activity in this area. The Roofing, Metal & Heating Association has been developed from a consortium of small businesses. Resources are limited in this area.

  4. Results

    The Alliance had a great first year. The implementation team has continued to be enthusiastic about the unlimited potential of the cooperative program. The Association has garnered several new members as a result of the cooperative relationship being developed with OSHA. One hurdle that the Alliance has faced is the small size of the individual Member companies and the financial limitation that this imposes. Some members still firmly believe that developing an effective Safety & Health Management System is cost prohibitive. The Alliance will continue to take measures in helping these small employers to develop and promote safety programs suitable for the size of their businesses.


  5. Upcoming Milestones

    In the upcoming year the Alliance intends to conduct a Safety Day event which will focus on the major concerns of the Alliance group. Various companies involved in the Alliance will conduct demonstrations in such areas as Roof Fall Protection, Ladder Safety and Hazard Communication. Safety and Product Vendors will be invited to display the latest equipment that can be utilized by the participants.

    OSHA’s Philadelphia Area Office recommends the continuation of this Alliance.
