The Occupational Safety and Health Administration (OSHA) and the Northeast Pennsylvania
Manufacturers and Employers Association recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. OSHA and the Northeast
Pennsylvania Manufacturers and Employers Association hereby form an Alliance to provide the
Northeast Pennsylvania Manufacturers and Employers Association members and others with training,
information, guidance, and access to OSHA resources that will help them protect employees’ health
and safety, particularly in reducing employee injury and illness. In developing this Alliance, OSHA
and the Northeast Pennsylvania Manufacturers and Employers Association recognize that OSHA’s State
Plan and Consultation Project partners are an integral part of the OSHA national effort.
OSHA and the Northeast Pennsylvania Manufacturers and Employers Association will work together to
achieve the following training and education goals:
- Deliver a series of 5 seminars addressing: Ergonomics, Preparing for an OSHA Inspection, Workplace
Violence, Most Frequently Cited OSHA Standards, and OSHA Recordkeeping Requirements.
- Work with OSHA to provide expertise to members in order to enhance workplace safety and health
programs by requesting OSHA attendance and participation in selected Safety and Human Resources
Roundtables.
- Encourage Northeast Pennsylvania Manufacturers and Employers Association members to participate in
OSHA training courses offered through the OSHA Institute and/or through the designated Educational
Centers.
OSHA and the Northeast Pennsylvania Manufacturers and Employers Association will work together to
achieve the following outreach and communication goals:
- Speak, exhibit, or appear at Northeast Pennsylvania Manufacturers and Employers Association
conferences, local meetings, or other events in order to raise awareness of occupational safety and
health and accident prevention.
- Promote and encourage Northeast Pennsylvania Manufacturers and Employers Association members’ or
worksites’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary
Protection Programs, and Consultation and its Safety and Health Achievement Recognition Program.
- Encourage the Northeast Pennsylvania Manufacturers and Employers Association’s sister chapters to
build alliances/relationships with OSHA’s Regional and Area Offices, State Plan States, and
Consultation Projects to address health and safety issues.
- Promote OSHA’s web based resources by linking the OSHA website to the Northeast Pennsylvania
Manufacturers and Employers Association web page and to recognize OSHA’s participation with the
Northeast Pennsylvania Manufacturers and Employers Association in promoting a safe and healthful
workplace.
- Disseminate new or updated OSHA information through existing communication tools, including web
sites and news letters, and to explore new resources for providing such information to the member
organizations.
OSHA and the Northeast Pennsylvania Manufacturers and Employers Association will work together to
achieve the following goals related to promoting the national dialogue on workplace safety and
health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever the Northeast Pennsylvania Manufacturers and Employers Association leaders address groups.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and
health issues to help forge innovative solutions in the workplace or to provide input on safety and
health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proven to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for one-year and is renewable for one-year periods with the
agreement of both parties. Any signatory may terminate the Alliance for any reason at any time,
provided they give 30 days written notice. This agreement may be modified at any time with the
concurrence of both signatories.
