AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR, ERIE AREA OFFICE
AND
U. S. FOREST SERVICE, ALLEGHENY NATIONAL FOREST |
The Occupational Safety and Health Administration (OSHA) and the Allegheny
National Forest recognize the value of establishing a collaborative relationship to foster safer
and more healthful American workplaces. OSHA and the Allegheny National Forest hereby form an
Alliance to provide Allegheny National Forest employees with information, guidance, and access to
training resources that will help them protect forest employees’ health and safety, particularly
in reducing and preventing exposure to hazards inherent to forestry related work.
OSHA and the Allegheny National Forest will work together to achieve the following training and
education goals to support:
- Timber management projects
- Engineering, construction and facilities activities
- Oil, Gas and Mineral (OGM) project administration
- Recreation maintenance and administration
- Administrative support
- Forest Contracting activities
The training will address safety and health program administration and forestry
related hazards, specifically addressing functional elements of:
- OSHA Record-keeping for Safety Managers
- OSHA/Forest Service Safety Awareness Training For Line & Staff Officers, Supervisors, and
Employees
- Lock-Out/Tag-Out
- Hazard Communication
- Hazardous Waste Operations & Emergency Awareness
- Confined Spaces
- Bloodborne Pathogens
- Hearing Conservation Program
- Common Violations Awareness
- Personal Protective Equipment
- Machine Guarding
- Walking & Working Surfaces
- Additional training as identified per interagency, OSHA and United States Forest Service (USFS),
standards
OSHA and the Allegheny National Forest will work together to achieve the following
training objectives:
- Develop occupational safety training and education programs for national forest management and
general forest employees and provide expertise in communicating such information to enhance their
safety and health awareness and reduce their exposure to workplace hazards.
- Develop, schedule and conduct the courses listed above at designated training locations on the
Allegheny National Forest.
- Develop workplace safety and health curricula relative to the operations of the Allegheny National
Forest Supervisors Office, as well as the Bradford and Marienville District Offices and the
Sheffield Construction and Maintenance Work Center.
OSHA and the Allegheny National Forest will work together to achieve the following
outreach and communication goals:
- Develop information on the recognition and prevention of workplace hazards and provide expertise
in developing ways of communicating such information (e.g. print and electronic media, electronic
assistance tools and OSHA’s and the Allegheny National Forest Web sites) to all employees on the
Forest.
- Speak, exhibit, or appear at OSHA’s or U.S. Forest Service conferences and local meetings as
agreed upon by the cooperating agencies.
- Share information among OSHA personnel, industry safety and health professionals, and associate
Forest Service units and health professionals regarding Allegheny National Forest best practices or
effective approaches and publicize results through outreach by the Allegheny National Forest and
through OSHA- or Forest Service-developed materials, training programs, workshops, seminars, and
lectures (or any other applicable forum).
- Promote and encourage Allegheny National forest leadership and employees’ participation in OSHA’s
cooperative programs.
- Encourage Forest Service associate units in the Eastern Area – Region 9 to build relationships
with OSHA’s Regional and Area Offices to address health and safety issues relative to OSHA and
Forest Service agencies occupational safety and health standards.
OSHA and the Allegheny National Forest will work together to achieve the following
goals related to promoting the national dialogue on workplace safety and health:
- Raise individual awareness of and encourage commitment to workplace safety and health whenever
Allegheny National Forest Safety Program management and leadership address groups.
- Identify, evaluate and publicize accomplishments that illustrate the benefits of inter-agency
cooperation in safety and health education.
- Convene or participate in forums, round table discussions, or stakeholder meetings on forestry
related issues to help forge innovative solutions in the workplace or to provide input on safety and
health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and
communication and promoting a national dialogue on workplace safety and health. These Alliances have
proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency
enter into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement with OSHA is neither a fiscal nor a funds obligation document for the U.S. Forest
Service and will remain in effect for two years from the date of the last signature. Either
signatory may terminate it for any reason at any time provided they give 30 days written notice.
This agreement may be modified at any time with the concurrence of both signatories.
