AGREEMENT RENEWING AN ALLIANCE

BETWEEN

THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
PUERTO RICO AREA OFFICE,

THE PUERTO RICO OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
PR DEPARTMENT OF LABOR AND HUMAN RESOURCES
CONSULTATION DIVISION

AND

THE UNIVERSITY OF THE SACRED HEART

The Occupational Safety and Health Administration (OSHA), PR OSHA and the University of the Sacred Heart (USH) recognize the value of collaborative efforts to foster safer and more healthful American workplaces. OSHA, PR OSHA and the USH therefore agree to renew the Alliance, signed on December 4, 2006, to provide USH members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to physical, chemical and biological hazards encountered at workplaces and addressing occupational safety and health issues. In developing this Alliance, OSHA, PR OSHA and the USH recognize that OSHA's State Plan and Consultation Division partners are an integral part of the OSHA national effort.

OSHA, PR OSHA and USH will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise to develop training and education programs regarding occupational safety and health issues such as ergonomics, indoor air quality, electrical hazards and fire protection, and to provide expertise in communicating such information to USH employees, employers and students.

    Deliver or arrange for the delivery of the 10-hour General Industry and Construction OSHA courses, and OSHA’s Safety and Health Management System 1-day course.
     
OSHA, PR OSHA and USH will work together to achieve the following outreach and communication goals:
  • Work with OSHA to provide expertise for developing information on awareness to prevention of occupational hazards and provide expertise in developing ways to communicate such information to employers, employees and general public through public safety and health announcements, e-tools and OSHA’s, PR OSHA and USH Web sites.
     
  • Speak or appear at OSHA’s or USH conferences, local meetings or other meetings or other occupational safety and health events and activities.
     
  • Work with other Alliance participants on specific issues and projects on general and construction industries that are addressed and developed through the Alliance Program.
     
OSHA, PR OSHA and USH will work together to achieve the following goals related to promoting the dialogue on workplace safety and health:
  • Raise awareness of and demonstrate their own commitment to workplace safety and health whenever USH leaders address groups.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on occupational safety and health topics to help forge innovative solutions in the workplace and provide input on safety and health issues

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

And implementation team made up of representatives of the organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of participants. Team members will include representatives of OSHA’s Puerto Rico Area Office, PR OSHA’s Consultation Division and of University of the Sacred Heart. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.


This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.
