AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION U.S. DEPARTMENT OF LABOR MARLTON AREA OFFICE THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT AND WORKFORCE DEVELOPMENT AND THE SOUTHERN NEW JERSEY CHAPTER NATIONAL ELECTRICAL CONTRACTORS ASSOCIATION
The Occupational Safety and Health Administration (OSHA), New Jersey Department of Labor and Workforce Development (NJDOL&WD) and the Southern New Jersey Chapter National Electrical Contractors Association (SNJNECA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, NJDOL&WD and SNJNECA hereby form an Alliance to provide SNJNECA members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution and construction hazards. In developing this Alliance, OSHA and SNJNECA recognize that OSHA’s state Consultation Project partners are an integral part of this Alliance and the OSHA national effort. OSHA, NJDOL&WD and SNJNECA will work together to achieve the following training and education goals: Work with OSHA to provide expertise to develop training and education programs regarding construction industry hazards addressing issues such as electrical hazards, fall hazards, struck by hazards, or caught between and to provide expertise in communicating such information to SNJNECA members and others in the construction industry. Deliver or arrange for the delivery of construction-related safety and health courses on topics such as the OSHA 10 that will benefit the members of the SNJNECA. OSHA, NJDOL&WD and SNJNECA will work together to achieve the following outreach and communication goals: Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g. print and Web sites) to construction workers and employers. Speak, exhibit, or appear at OSHA’s, NJDOL&WD’s and SNJNECA’s local quarterly meetings, or other events. Share information among OSHA and NJDOL&WD personnel as well as industry safety and health professionals regarding SNJNECA best practices or effective approaches and publicize results through OSHA, NJDOL&WD or SNJNECA developed materials, training programs, workshops, seminars or other forums. OSHA, NJDOL&WD and SNJNECA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health: Raise other’s awareness of and demonstrate their own commitment to workplace safety and health whenever the SNJNECA leaders address groups. OSHA’s Alliances provide the parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s product or services. An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the OSHA Consultation Projects to participate as well. This agreement will remain in effect for two year from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice.
