AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
HASBROUCK HEIGHTS AREA OFFICE
AND
N.J. DEPARTMENT OF LABOR
LABOR STANDARDS AND SAFETY ENFORCEMENT
AND
ROOFERS UNION LOCAL 10
The Occupational Safety and Health Administration (OSHA), the New Jersey Department of Labor and
Roofers Union Local 10 (Local 10) recognize the value of establishing a collaborative relationship
to foster safe and more healthful workplaces. OSHA and Local 10 hereby form an Alliance to provide
Local 10 members, including limited and non-English speakers, small businesses, students/young
workers and others in the roofing industry with information, guidance and access to training
resources that will help them protect the health and safety of the Local 10 members by reducing and
preventing exposure to roofing industry hazards. OSHA and Local 10 will focus on a number of areas
including fall hazards, electrical safety, air contaminants, hazardous chemicals and personal
protective equipment.
In developing this Alliance, OSHA and Local 10 recognize that OSHA’s NJ State Plan Program and
Consultation Program are an integral part of this Alliance and the OSHA national effort.
OSHA and Local 10 will work together to achieve the following training and education goals:
- Develop roofing industry related safety and health training and education programs addressing
personal protective equipment, electrical safety, fall hazards air contaminants and hazardous
chemicals.
- Deliver or arrange for the delivery of the OSHA 10 Hour General Industry and Construction courses
for the membership, non-English speakers and students/young workers.
OSHA and Local 10 will work together to achieve the following outreach and communication goals:
- Develop and disseminate worker safety and health information at Roofers Union conferences, Local
10 monthly meetings and Roofing Contractor’s Association events, and through print and electronic
media, including links from OSHA’s website.
- Speak, exhibit, or appear at Roofers Union conferences, Local 10 meetings, or other events such as
the Building Contractors Association Career Fair.
- Promote or encourage employers of the Local 10 members’ awareness of and participation in OSHA’s
cooperative programs such as compliance assistance, the Voluntary Protection Program, the
Consultation Program and the Safety and Health Achievement Recognition Program.
- Share information on best practices, as jointly determined by OSHA and Local 10, with others in
the roofing industry and publicize the results through outreach by Local 10 and through OSHA.
- Encourage Local 10 members, and in particular, bi-lingual members, to take the OSHA
Train-the-Trainer Courses for General Industry and Construction, or both, so they qualify to teach
the Local 10 membership and others such as small business owners and students/young workers.
OSHA and Local 10 will work together to achieve the following goals related to
promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever Local 10 leaders address roofing industry related groups and others such as local area high
school students.
- Develop and disseminate case studies and success stories illustrating the business and social
value of workplace safety and health and publicize their results in OSHA newsletters and other media
such as local newspapers.
- Convene or participate in forums, roundtable discussions or meetings on roofing industry safety
and health issues such as fall hazards, electrical safety, air contaminants, hazardous chemicals and
personal protective equipment to help forge innovative solutions in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proven to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s product or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine procedures, and identify the roles and responsibilities of the participants. In
addition, they will meet on a regular quarterly schedule to track and share information on
activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Signatories may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
concurrence of signatories.
