The Occupational Safety and Health Administration (OSHA) and New York Medical College, School of Public Health (SPH) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces.

SPH is the only accredited school of its kind between New York City and Albany, serving the seven counties in the lower Hudson Valley and offering the Master’s of Public Health (M.P.H.) in a wide variety of public health disciplines and the Doctor of Public Health (DrPH) in epidemiology.

OSHA and SPH hereby form an Alliance to provide SPH students, immigrant workers, Hudson Valley Area employers and employees, and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to silica and lead hazards in the construction industry; ergonomic, bloodborne pathogens, and workplace violence hazards in the health care industry; and addressing immigrant and young worker safety and health issues. In developing this Alliance, OSHA and SPH recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and SPH will work together to achieve the following training and education goals:
  • Provide SPH students and others with information and guidance that will help them protect their health and safety through enhanced knowledge of safe work practices.

  • Increase SPH student and Hudson Valley Area employers and employees access to safety and health information and training resources.

  • Facilitate awareness of OSHA, OSHA’s State Plan and Consultation Project partners, Workplace Safety and Health, and Employee’s Workplace Rights among Hudson Valley residents.

  • Help current and prospective employees throughout the Hudson Valley, especially immigrant and other minority employees and youth, understand OSHA’s role in protecting employee health and safety, and emergent issues impacting worker safety and health.
OSHA and SPH will work together to achieve the following outreach and communication goals:
  • Provide leadership and guidance to Hudson Valley Area employers and employees to encourage them to become aware of OSHA’s Compliance Assistance capacity, and the vast safety and health resources available to them from OSHA, and OSHA’s State Plan and Consultation Project partners.

  • OSHA will provide workplace safety and health information, in hard copy and electronic format, for SPH to share with its students.

  • SPH will allow OSHA representatives to deliver presentations to participants in selected SPH courses. These presentations will include a brief summary of the participant’s workplace safety and health rights, information on OSHA’s Strategic Partnership Program and OSHA’s State Plan and Consultation Project, and common construction and general industry hazards. These presentations will occur at least once in the Fall and once in the Spring semesters.

  • Speak, exhibit, or appear at OSHA’s or SPH’s conferences, local meetings, or other events that evolve through collaboration among the signatories of this Alliance at least twice during the tenure of this agreement, such as a semi-annual meeting of Hudson Valley – area Alliance partners and other interested parties. This meeting will be for the purpose of enhancing Outreach in the Hudson Valley Area.

  • OSHA and SPH will endeavor to develop methods and contacts for the purpose of determining the extent of under-reported or unreported occupational injuries and illnesses that are occurring in the Hudson Valley area, especially among immigrant and young worker populations.
OSHA and SPH will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever health whenever OSHA or SPH leaders address groups.

  • Develop and disseminate case studies or other information that results from the collaborative efforts described in this Alliance, and publicize their results;

  • Convene or participate in forums, round table discussions, or stakeholder meetings on issues concerning occupational safety and health in the Hudson Valley Area at least annually.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of all signatory organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. Annually, at least two of these meetings will be in person.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
