Agreement Establishing an Alliance
Between
The Occupational Safety and Health Administration
United States Department of Labor’s
Avenel, Manhattan / Bayside, and
Tarrytown Area Offices,
and the
New York City Department
of
Housing Preservation and Development
The Occupational Safety and Health Administration (OSHA) and The New York City Department of Housing
Preservation and Development (NYC HPD) recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. OSHA and NYC HPD hereby form an
Alliance to provide NYC HPD private, public, and community partners, including youth and immigrant
workers, with information, guidance, and access to training resources that will help them protect
employees’ health and safety, particularly in reducing and preventing exposure to Construction
Hazards such as, but not limited to, Falls, Electrocutions, Caught-In Between, Struck-By,
Amputations, Lead and Silica exposures, Bloodborne Pathogen, Ergonomic, and Workplace Violence
hazards.
In developing this Alliance, OSHA and NYC HPD recognize that OSHA’s New York State On-Site
Consultation Program is an integral part of the OSHA national effort.
OSHA and NYC HPD will work together to achieve the following training and education goals:
- Work with OSHA to provide expertise to develop training and education programs for NYC HPD
private, public, and community partners, including youth and immigrant workers, regarding hazards
that might be encountered in the workplace, such as Falls, Electrocutions, Caught-In Between,
Struck-By, Excavation, Amputation, Lead and Silica Exposure, Bloodborne Pathogen, Ergonomic, and
Workplace Violence hazards.
- Deliver or arrange for the delivery of OSHA’s 10 and 30-hour Construction courses.
OSHA and NYC HPD will work together to achieve the following outreach and
communication goals:
- Speak, exhibit, or appear at OSHA or NYC HPD conferences, local meetings, or other Contractor -
related events such as the Contractor Home Improvement Expo and the Handi-Van events.
- Work with OSHA to provide expertise in developing ways of communicating information on the
recognition and prevention of workplace hazards, such as those described above, including print and
electronic media and OSHA’s and NYC HPD’s websites, to NYC HPD private, public, and community
partners.
- Share information regarding OSHA or NYC HPD best practices or effective approaches and publicize
results through outreach by OSHA and NYC HPD, and through OSHA- or NYC HPD -developed materials,
training programs, workshops, seminars, and lectures.
OSHA and NYC HPD will work together to achieve the following goals related to
promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of, and demonstrate their own commitment to, workplace safety and health
whenever NYC HPD leaders address groups.
- Convene or participate in forums, round table discussions, or stakeholder meetings on the
effectiveness of different communication modes as applied to various audiences, with respect to
safety and health topics, to help forge innovative solutions in the field of safety and health
training.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of each signatory organization will meet to
develop a plan of action, determine working procedures, and identify the roles and responsibilities
of the participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance. At least one of these
meetings will be in person.
This agreement will remain in effect two years from the date of signing and will automatically be
renewed annually thereafter. Any signatory may terminate it for any reason at any time, provided
they give 30 days written notice. This agreement may be modified at any time with the concurrence of
all signatories, and may be terminated for any reason with 30 days written notice from either
signatory.
