AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

ACADEMY OF CERTIFIED HAZARDOUS MATERIALS MANAGERS, NEW JERSEY CHAPTER; AMERICAN SOCIETY OF SAFETY
ENGINEERS, PENN JERSEY CHAPTER; AMERICAN SOCIETY OF SAFETY ENGINEERS, NEW JERSEY CHAPTER; CHEMISTRY
COUNCIL OF NEW JERSEY; THE COMMERCE AND INDUSTRY ASSOCIATION OF NEW JERSEY; NEW JERSEY BUSINESS AND

The Occupational Safety and Health Administration (OSHA) and NJICA recognize the value of
establishing a collaborative relationship to foster safer and more healthful workplaces. OSHA and
NJICA hereby form an Alliance to use their collective expertise to provide leadership, guidance, and
a positive example to employers and help foster a culture of worker health and safety and accident
prevention through a cooperative sharing of best practices and technical knowledge. In developing
this Alliance, OSHA and NJICA recognize that OSHA’s State Plan and Consultation Project partners are
an integral part of the OSHA national effort.
OSHA and NJICA will work together to achieve the following training and education goals:
- Work with OSHA to provide expertise to develop training and education programs designed to improve
and promote worker safety and health in New Jersey and facilitate communication between OSHA and
employers, especially small employers. These training and education programs will focus primarily on
enabling employers to understand OSHA’s requirements and be aware of emergent issues impacting
worker safety and health within their industries.
OSHA and NJICA will work together to achieve the following outreach and communications goals:
- Work with OSHA to provide expertise in developing information and outreach materials designed to
enhance industry recognition and prevention of workplace hazards, and to develop ways of
communicating such information through print and electronic media (including OSHA NJ E-Newsletters,
compliance assistance tools and both OSHA’s and NJICA's web sites) to employers and employees in
NJICA member industries.
- Speak, exhibit, or appear together at NJICA conferences, local meetings, or other events.
- Promote and encourage NJICA members’ awareness of, and participation in OSHA’s cooperative
programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the
Safety and Health Achievement Recognition Program (SHARP).
- Share information among NJICA members, OSHA personnel and industry safety and health
professionals, regarding best safety and health practices and/or effective approaches of NJICA
members and others, and publicize results through outreach by NJICA and through OSHA or NJICA
developed materials, training programs, workshops, seminars and lectures (or any other applicable
forum).
- NJICA organizations will make available a portion of their publications, on a space available
basis, for safety and health education;
- OSHA will give priority consideration to requests for speakers and presenters, on safety and
health issues, from NJICA organizations.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year quarterly to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years from the date of signing. Any signatory may
terminate it for any reason at any time, provided they 30 days written notice. This agreement may be
modified at any time with the concurrence of both signatories.
