AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AVENEL, HASBROUCK HEIGHTS, MARLTON AND PARSIPPANY AREA OFFICES
AND
THE NEW JERSEY HOSPITAL ASSOCIATION

The Occupational Safety and Health Administration (OSHA), and the New Jersey Hospital Association (NJHA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and NJHA hereby form an Alliance to provide NJHA members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to hazards endemic to the acute and long term care industry. OSHA and NJHA also agree to use their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge. In developing this Alliance, OSHA and NJHA recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and NJHA will work together to achieve the following training and education goals:
  • Provide NJHA members with information and training that will help their membership protect employees from health and safety hazards including but not limited to: activities related to emergency preparedness; work-related musculoskeletal disorders (MSDs); tuberculosis; bloodborne pathogens; workplace violence and slip-trip-and falls.
OSHA and NJHA will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information at conferences, events, and through print and electronic media, including links between OSHA’s, and NJHA’s Web sites as deemed appropriate by both OSHA and NJHA.

  • Speak, exhibit, or appear together at conferences, local meetings, or other events as deemed appropriate by both OSHA and NJHA.

  • Increase access to safety and health training information, consultation services and training resources.

  • Promote and encourage NJHA members’ awareness of, and participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program (SHARP) as deemed appropriate by both OSHA and NJHA.

  • Share information on best practices of NJHA members’ worksites, as jointly determined by OSHA and NJHA, with others in the industry through outreach by NJHA- and/or OSHA-developed training programs and materials.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

This Alliance does not in any way limit NJHA’s advocacy for, communication to or representation of its members related to OSHA’s regulatory and enforcement activities.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet or conference at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives from each of OSHA’s New Jersey Area Offices; New Jersey Department of Labor, OSHA Consultation Program; NJHA, and two representatives from NJHA member facilities including acute care and long term care.

This agreement will remain in effect for one year from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
