AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
HASBROUCK HEIGHTS, AVENEL, PARSIPPANY and MARLTON
AREA OFFICES
AND
THE MUTUAL AID COOPERATIVE - STATE INDUSTRIAL CHIEFS

The Occupational Safety and Health Administration (OSHA) and the Members of the Mutual Aid Cooperative - State Industrial Chiefs (MAC-SIC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and MAC-SIC hereby form an Alliance to provide MAC-SIC members and others with information, guidance and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing fire related fatalities and injuries related to the handling of hazardous materials (HAZMAT), hazardous communications (HAZCOM) and emergency evacuation procedures within the New Jersey workforce. In developing this Alliance, OSHA and MAC-SIC recognize that OSHA’s NJ Department of Labor State Plan and Consultation Programs are an integral part of the OSHA national effort.

OSHA and MAC-SIC will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise in developing training and education programs on fire safety targeted to the employees of MAC-SIC members. The training will address HAZMAT, HAZCOM, emergency evacuation procedures and other fire related topics.

  • Deliver or arrange for the delivery of the OSHA 10 hour general industry course, with emphasis on fire safety and emergency evacuation procedures, for the employees of MAC-SIC members.
OSHA and MAC-SIC will work together to achieve the following outreach and communication goals:
  • Share information on the best practices at MAC-SIC member worksites with other employers through the use of electronic tools and links from the OSHA, MAC-SIC and NJ Department of Community Affairs, Bureau of Fire Safety Websites.

  • Develop and disseminate information and materials that promote fire safety practices through MAC-SIC and OSHA’s outreach efforts such as the annual Safety and Loss Control Expo.

  • Promote and encourage MAC-SIC members and others participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, On-Site Consultation and its Safety and Health Achievement Recognition Program and the Public Employees Occupational Safety and Health Program.

  • Work with OSHA’s Regional and Area Offices to provide input on electronic assistance tools for workplace fire safety programs, including emergency evacuation programs.

  • Work with OSHA and other Alliance participants on specific issues and projects related to fire safety on the job, in the schools, on the road and in their homes.
OSHA and MAC-SIC will also work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise awareness of and demonstrate their own commitment to workplace safety and health whenever MAC-SIC leaders address groups.

  • Convene or participate in forums and round table discussions on fire safety related topics such as HAZMAT, HAZCOM and emergency evacuation procedures to help forge innovative solutions in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of all organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Any signatory may terminate from the Alliance for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
