AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
MANHATTAN AREA OFFICE,
LONG ISLAND COLLEGE HOSPITAL,
AND
SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 1199 |
The Occupational Safety and Health Administration (OSHA), the Long Island
College Hospital (LICH) and the Service Employees International Union Local 1199 (SEIU Local 1199),
recognize the value of establishing a collaborative relationship to foster safe and healthier
workplaces. OSHA, LICH and SEIU Local 1199 hereby form an Alliance to provide LICH staff with
information, training, best practices that will help them protect worker health and safety and to
provide OSHA staff with the benefits and insights of LICH's emergency preparedness and medical
expertise with regard to response to an emergency involving the first receivers and decontamination
of patients. OSHA and LICH will focus on a number of areas including first receivers' respiratory
protection program, patient decontamination, sampling of decontamination area, training, drills and
exercises.
In developing this Alliance, OSHA and LICH recognize that OSHA's NY On-Site Consultation Programs
are an integral part of this Alliance and the OSHA national effort. This Alliance shall supplement
but not supercede or replace any other agreement currently in place between LICH and OSHA.
OSHA, LICH, and SEIU Local 1199 will work together to achieve the following training and education
goals for the LICH first receivers:
- Deliver or arrange for the delivery of safety and health training and education programs for LICH
first receivers in the best practices for use of personnel protective equipment (PPE) during
incidents involving weapons of mass destruction, training on the use of appropriate PPE, and
decontamination of patients.
- Deliver or arrange for the delivery of the OSHA 7600 Disaster Site Worker Course or similar
material.
- Promote the use of the small group activity method as an excellent method of education that
promotes information retention and practices teamwork that is necessary to make an emergency
response possible
- Encourage the use of the worker trainer (peer educator) model of workshop delivery because it not
only increases the internal capacity of the facility to train many employees but also creates the
appropriate atmosphere for candid discussion and improvement of workplace conditions
- Develop and pilot an OSHA 10 hour program for the healthcare industry. The LICH worker trainers
will have the opportunity to pilot test this new OSHA program at LICH.
- SEIU Local 1199 continues to train and support the exercises and drills being conducted by LICH.
OSHA, LICH and SEIU Local 1199 will work together to achieve the following
outreach and communication goals:
- LICH Emergency Management Program will participate with OSHA Area Office meetings to discuss first
receiver's workplace safety and health hazards during an emergency incident.
- Develop and disseminate OSHA worker safety and health information, such as Hospital Based First
Receivers Best Practices and Hospitals and Community Emergency Response at meetings, trainings and
seminars.
- LICH will share information and provide their respective expertise with OSHA personnel and
industry safety and health professionals regarding LICH's and SEIU Local 1199 published papers and
trainings on best practices in workplace safety and health emergency preparedness.
- Share experiences and information gathered through emergency preparedness training, drills and
exercises to enhance the knowledge of OSHA and LICH personnel and SEIU Local 1199.
OSHA, LICH and SEIU Local 1199 will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Develop and disseminate information on emergency preparedness for Hospital first receivers. LICH
and SEIU Local 1199 will work with OSHA to publish approved training and subject matter material in
the OSHA newsletters and other media such as local newspapers.
- Convene or participate in forums, roundtable discussions and exercises or meetings on emergency
preparedness safety and health issues such as respiratory protection program, fit-testing and
medical evaluation, PPE, decontamination and first receivers requirements. Participation in such
forums and/or meetings shall remain at the discretion of the respective parties.
- An annual review of current OSHA standards affecting healthcare worker and develop suggestions for
improvements or new standards
OSHA's Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and communication
and promoting a national dialogue on workplace safety and health. These Alliances have proven to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party's product or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine procedures, and identify the roles and responsibilities of the participants. In
addition, they will meet on a regular quarterly schedule to track and share information on
activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Signatories may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
concurrence of signatories.
