AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

THE HUNTERDON COUNTY ELECTRICAL CONTRACTORS ASSOCIATION

The Occupational Safety and Health Administration (OSHA) and the Hunterdon County Electrical
Contractors Association (HCECA) recognize the value of establishing a collaborative relationship to
foster safer and more healthful American workplaces. OSHA and HCECA hereby form an Alliance to
provide HCECA member companies and others in the electrical contracting industry with information,
guidance, and access to training resources that will help them protect employees’ safety and health.
This Alliance will focus on reducing and preventing exposure to fall hazards involving work
platforms, ladders and bucket trucks, injury from traffic collisions and within roadside work zones
and ergonomic hazards caused by improper material handling. In developing this Alliance, OSHA and
HECA recognize that the New Jersey On-Site Consultation Program is an integral part of the OSHA
national effort.
OSHA and HCECA will work together to achieve the following training and education goals:
- Work with OSHA to provide expertise to develop and deliver, or arrange for the delivery of
periodic safety and health training and education programs for employees in the electrical
contracting industry regarding falls from work platforms, ladders and bucket trucks, injury from
traffic collisions and within roadside work zones and ergonomic hazards caused by improper material
handling. Provide expertise in communicating such information to employers and employees in the
electrical contracting industry.
- Work with OSHA to provide expertise to develop, co-author or edit a section concerning workplace
safety and health in the New Jersey Electrical Contractors Association member handbook.
OSHA and HCECA will work together to achieve the following outreach and communication
goals:
- Speak, exhibit or appear at HCECA or associated organization’s classes, conferences, local and
statewide meetings.
- Share information among OSHA personnel and industry safety and health professionals regarding
HCECA’s best practices or effective approaches and publicize results through outreach by HCECA and
through OSHA- or HCECA-developed materials, training programs, workshops, seminars and lectures.
- Promote and encourage HCECA members’ or worksites’ and others in the electrical contracting
industry participation in OSHA’s cooperative programs such as the Voluntary Protection Program, the
New Jersey On-Site Consultation Program and the Safety and Health Achievement Recognition Program.
OSHA and HCECA will work together to achieve the following goals related to promoting
the national dialogue on workplace safety and health:
- Raise other’s awareness and demonstrate their own commitment to workplace safety and health
whenever HCECA leaders participate in meetings or address groups, especially concerning hazards in
the electrical contracting industry such as fall hazards involving work platforms, ladders and
bucket trucks, injury from traffic collisions and within roadside work zones and ergonomic hazards
caused by improper material handling.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication, and
promoting the national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to finalize a plan
of action, determine working procedures, and identify roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance. OSHA will encourage
New Jersey On-Site Consultation Program’s participation on the team.
This agreement will remain in effect for a period of two years from the date of signing. Any
signatory may terminate it for any reason at any time, provided they give 30 days written notice.
This agreement may be modified at any time with the concurrence of all signatories.
