AGREEMENT RENEWING AN ALLIANCE BETWEEN THE U.S. DEPARTMENT OF LABOR OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION TARRYTOWN AREA OFFICE AND THE HISPANIC RESOURCE CENTER OF LARCHMONT-MAMARONECK
The Occupational Safety and Health Administration (OSHA) and the Hispanic Resource Center of Larchmont-Mamaroneck (HRC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the HRC therefore agree to renew the Alliance, signed on April 5, 2004, to provide the HRC members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, in particular non-English or limited English speaking employees, addressing general and construction industry hazards such as falls and amputations. In developing this Alliance, OSHA and the HRC recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort. OSHA and the HRC will work together to achieve the following training and education goals: Develop training and education programs for non-English or limited English speaking employees on falls and amputations. Deliver or arrange for the delivery of OSHA’s 10 hour Construction and General Industry courses in Spanish. These courses will be provided by OSHA personnel in conjunction with the HRC. OSHA and the HRC will work together to achieve the following outreach and communication goals: Develop and disseminate information through print and electronic media including electronic assistance tools and links from OSHA’s Web page. Encourage bi-lingual individuals to take the OSHA Train–the–Trainer course(s) on the occupational safety and health standards for the Construction and General Industry, so they qualify to teach Hispanic workers the OSHA 10 hour course in Spanish. Promote and encourage the HRC members’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and it’s Safety and Health Achievement Recognition Program. Work with the local Hispanic community in the Westchester area through the HRC as well as other faith based and community organizations in an effort to enhance safety and health awareness within the Hispanic community. OSHA and the HRC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health: Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the HRC addresses groups. Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health program management to help forge innovative solutions to workplace hazards or to provide input on emerging safety and health issues. OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services. An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories. Signed this 12th day of May, 2006     Patricia K.
