The Occupational Safety and Health Administration (OSHA), and the Healthcare Association of New Jersey (HCANJ) recognize the
value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the HCANJ
therefore agree to form an Alliance to use their collective expertise to help foster a culture of prevention while sharing
best practices and technical knowledge.
The Health Care Association of New Jersey is a non-profit, trade association dedicated to enhancing long term health care in
the state. HCANJ provides leadership, advocacy, information and education to the broad range of providers, consumers,
government agencies, and others which comprise the long term care community.
HCANJ membership consists of more than 320 licensed nursing, subacute care, adult medical day care, assisted living,
comprehensive personal care and residential health care facilities, employing some 35,000 individuals and caring for as many
patients and residents across the state. Member facilities are either independently owned, corporately owned, proprietary,
non-profit, or governmental operated.
An integral part of HCANJ's mission is to demonstrate leadership by identifying and communicating good practice models to the
long term care field. HCANJ works to influence society and government to invest in the well being of elderly and disabled
individuals and to assure access to long term care. HCANJ is committed to developing necessary and reasonable public policies
which balance economic and regulatory principles to support quality care and quality of life. HCANJ is dedicated to
professionalism and ethical behavior among all who provide long term care, thus earning the confidence and trust of the
public.
In order to enhance the Health Care Association of New Jersey's service to their membership relating to occupational safety
and health, OSHA and the HCANJ agree to establish an Alliance to further promote safe and healthful working conditions for
its member's employees by:
- Providing HCANJ's members with information and guidance that will help their membership protect employees from health and
safety hazards including but not limited to: work related musculoskeletal disorders (MSDs); tuberculosis; bloodborne
pathogens; workplace violence; and slip-trip-and falls.
- Increasing access to safety and health information, consultation and training resources.
OSHA and the HCANJ will work together to achieve the following outreach and communication goals:
- Develop and disseminate information at conferences, events, and through print and electronic media, including links from
OSHA's, and HCANJ's Web sites.
- Speak, exhibit, or appear at conferences, local meetings, or other events.
- Promote and encourage HCANJ members' awareness of, and participation in OSHA's cooperative programs such as compliance
assistance, the Voluntary Protection Program, Consultation, and SHARP.
OSHA and HCANJ will work together to achieve the following goal related to promoting the national dialogue on workplace
safety and health:
- Share information on best practices of HCANJ members' worksites, as jointly determined by OSHA and HCANJ, with others in
the industry through outreach by HCANJ and/or OSHA developed training programs and materials. Promote their implementation
through print and/or electronic media, promotion at conferences, mentoring, or other means of reaching out to others in
industry.
An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular
quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance. Team
members will include representatives from each of OSHA's New Jersey Area Offices; New Jersey Department of Labor, OSHA
Consultation Program; and HCANJ. Representatives from HCANJ member facilities may also participate in team activities as
determined by the team.
This agreement will remain in effect for two years from the date of signing. This agreement may be modified at any time with
the concurrence of the signatories and may be terminated for any reason with 30 days written notice from any signatory.
