The Occupational Safety and Health Administration (OSHA) and El Centro de Hospitalidad recognize the
value of establishing a collaborative relationship to foster safer and more healthful American
workplaces. OSHA and El Centro de Hospitalidad hereby form an Alliance to provide their members and
other Hispanic day laborers with information, guidance, assistance and access to training materials
and resources that will help protect their health and safety. This Alliance will focus on preventing
exposure to typical safety and health hazards found in the construction and landscaping industry as
well as in typical area manufacturing establishments and employment as domestic help in private
residences. It is recognized that the workers may not be proficient in the English language, so it
may be necessary for information to be delivered in Spanish.
This Alliance, originally signed with Project Hospitality in March, 2005, will recognize the newly
formed status of El Centro de Hospitalidad as a separate agency, and will renew and enhance the
goals of that former Alliance.
OSHA and El Centro de Hospitalidad will work together to achieve the following training and
education goals:
- Work with OSHA to provide expertise to develop training and education programs for members of El
Centro de Hospitalidad and other Hispanic day laborers regarding hazards in the construction and
landscaping industry, and provide expertise in communicating such information to employees and
employers in those industries.
- Work with OSHA to provide expertise to develop training and education programs for members of El
Centro de Hospitalidad and other Hispanic day laborers regarding hazards found in typical area
manufacturing establishments and private residences, and provide expertise in communicating such
information to employees and employers in those workplaces.
- Deliver or arrange for the delivery of periodic training in Spanish to laborers at weekly El
Centro meetings or other similar venues concerning common construction and landscaping workplace
hazards such as falls from elevation, electrical, struck-by and caught-between hazards, lacerations
and trauma caused by machinery and tools, as well as sprains and strains caused by improper lifting
techniques.
- Deliver or arrange for the delivery of periodic training in Spanish to laborers at weekly El
Centro meetings or other similar venues concerning hazards found in typical area manufacturing
establishments and employment as domestic help in private residences, such as machine guarding,
chemical hazard communication and exposure to bloodborne pathogens.
OSHA and El Centro de Hospitalidad will work together to achieve the following
outreach and communication goals:
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information to
employees and employers in target industries where laborers typically work.
- Provide Spanish-language presentation materials to El Centro de Hospitalidad to enhance the number
of training sessions given to members and other Hispanic day laborers. Improve access to other
safety and health training resources in English and Spanish for laborers. Make written reference
materials available in English and Spanish to laborers.
- Jointly speak, exhibit, appear and disseminate safety and health information in both English and
Spanish at El Centro de Hospitalidad meetings and events such as community based-forums. Publicize
results through outreach by El Centro de Hospitalidad and through OSHA- or El Centro de Hospitalidad-developed
materials and periodic events.
OSHA and El Centro de Hospitalidad will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Work with El Centro de Hospitalidad, leadership groups and other community and faith-based
organizations to build a safety and health awareness culture within the Hispanic community.
- Raise awareness of workplace hazards and demonstrate commitment to workplace safety and health
whenever leaders address groups at forums and periodic events
OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and communication
and promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance, OSHA is
not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance
with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both OSHA and El Centro de Hospitalidad will
conference to develop a plan of action and identify roles and responsibilities of the participants.
In addition, they will meet at least three times per year to track and share information on
activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years from the date of signing. Either signatory may
terminate it for any reason at any time, provided they give 30 days written notice. This agreement
may be modified at any time with the concurrence of both signatories.
