The Occupational Safety and Health Administration (OSHA), the Voluntary Protection Program
Participants Association (VPPPA) and the Chemistry Council of New Jersey (CCNJ) recognize the value
of establishing a collaborative relationship to foster safer and more healthful American workplaces.
OSHA, the VPPPA and the CCNJ hereby form an Alliance to provide CCNJ members and others in the
business of chemistry with information, guidance, assistance and access to training resources that
will help protect employees’ health and safety. This Alliance will focus on reducing and preventing
exposure to hazards caused by fires, explosions and toxic substance releases, improve safety and
health programs, and provide resources to mentor worksites into the Voluntary Protection Program. As
appropriate, it will also address ergonomics, amputations, small business and the youthful worker.
In developing this Alliance, OSHA, the VPPPA and the CCNJ recognize that New Jersey’s On-Site
Consultation Program is an integral part of the OSHA national effort.
OSHA, the VPPPA and the CCNJ will work together to achieve the following training and education
goals:
- Work with OSHA to provide expertise to develop and deliver training and educational programs to
CCNJ members, their employees and others in the business of chemistry regarding a reduction in
hazards caused by fires, explosions and toxic substance releases, and to provide expertise in
communicating such information to employers and employees in the industry.
- Work with OSHA to provide expertise to develop workplace safety and health curricula on process
safety management, emergency preparedness and familiarization with the Incident Command System.
OSHA, the VPPPA and the CCNJ will work together to achieve the following outreach and communication
goals:
- Speak, exhibit or appear at OSHA, VPPPA or CCNJ conferences and local meetings.
- Share information among OSHA personnel and industry safety and health professionals regarding
VPPPA and CCNJ best practices or effective approaches at member worksites with others in the
business of chemistry, as jointly determined by OSHA, the VPPPA and the CCNJ. Publicize the results
through outreach by the VPPPA, the CCNJ and through OSHA-, VPPPA- or CCNJ-developed materials,
training programs, workshops, seminars and lectures.
- With assistance from the VPPPA, promote and encourage CCNJ members and others in the business of
chemistry to participate in OSHA’s cooperative programs such as the Voluntary Protection Program
(VPP), the New Jersey On-Site Consultation Program, and the New Jersey Safety and Health Achievement
Recognition Program (SHARP). Provide access to mentoring resources from industry and those
affiliated with the VPPPA.
- Encourage CCNJ members and others in the business of chemistry to build relationships with OSHA’s
Regional and Area Offices and New Jersey’s On-Site Consultation Program to address safety and health
issues including process safety management, emergency preparedness, familiarization with the
Incident Command System and hazards caused by fires, explosions and toxic substance releases,
ergonomics and amputations.
OSHA, the VPPPA and the CCNJ will work together to achieve the following goals related to promoting
the national dialogue on workplace safety and health:
- Raise other’s awareness and demonstrate their own commitment to workplace safety and health
especially concerning chemical industry hazards such as fires, explosions, toxic substance releases,
ergonomics, and amputations whenever members of CCNJ and others in the business of chemistry
participate in meetings or address groups.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication, and
promoting the national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s product or services.
An implementation team made up of representatives of each organization will meet to develop a plan
of action, determine working procedures and identify roles and responsibilities of participants. In
addition, they will meet at least three times per year to track and share information on activities
and results in achieving the goals of the Alliance.
This agreement will remain in effect for a period of two years. Any signatory may terminate it for
any reason at any time, provided they give 30 days written notice. This agreement may be modified at
any time with the concurrence of all signatories.
