The Occupational Safety and Health Administration (OSHA) and Community Action for Social Affairs (CASA) recognize the value
of establishing a collaborative relationship to foster safe and more healthful workplaces. OSHA and CASA hereby form an
Alliance to provide CASA members and others with information, guidance and access to training resources that will help them
protect the health and safety of Hispanic and youth workers.
OSHA and CASA will work together to achieve the following training and education goals:
- Increase access to safety and health training resources and related materials in Spanish for employers, employees and youth
workers who are not fluent in the English language;
- Provide periodically, a one to two hour safety and health course in Spanish and in English to Hispanic and youth workers
who attend the CASA Center. OSHA personnel in conjunction with CASA staff will provide this course.
OSHA and CASA will work together to achieve the following outreach and communication goals:
- Make available to employers and Hispanic and youth workers, safety and health publications, audio-visual and other
reference materials that are in Spanish;
- Work with the local Hispanic and youth workers in Paterson, New Jersey in an effort to enhance on the job safety and health
awareness;
- Encourage bi-lingual individuals to take the OSHA Train-the-Trainer course on either occupational safety and health
standards for the Construction Industry, occupational safety and health standards for General Industry, or both, so they
qualify to teach Hispanic and other workers the respective OSHA 10 and 30 hour safety and health courses in Spanish and in
English;
- Promote and encourage CASA members to participate in OSHA's cooperative programs such as compliance assistance, the
Voluntary Protection Program, Consultation and the Safety and Health Achievement Recognition Program.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with
the purpose of promoting a particular party's product or services.
An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine
procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular
quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Signatories may terminate it for any reason at any time, provided they
give 30 days written notice. This agreement may be modified at any time with concurrence of signatories.
