The Occupational Safety and Health Administration (OSHA) and the Alfred E.
Smith Career and Technical Education High School (ALFRED E. SMITH CTE HS) recognize the value of
establishing a collaborative relationship to foster safer and more healthful American workplaces.
OSHA and ALFRED E. SMITH CTE HS hereby form an Alliance to provide ALFRED E. SMITH CTE HS members
and others with information, guidance, and access to training resources that will help them further
their goal of providing their students with skills and knowledge that will help them remain safe and
healthy in the work environment, particularly in reducing and preventing exposure to Construction
and General Industry hazards such as, but not limited to, Falls, Electrocutions, Caught-In Between,
Struck-By, Amputations, Ergonomic, Workplace Violence and Lead and Silica exposures.
In developing this Alliance, OSHA and ALFRED E. SMITH HS recognize that OSHA’s New York Public
Employee Safety and Health Program is an integral part of the OSHA national effort.
OSHA and ALFRED E. SMITH CTE HS will work together to achieve the following training and education
goals:
- Work with OSHA to provide expertise to develop training and education programs for ALFRED E.
SMITH CTE HS Staff and Students regarding hazards that may be encountered in the workplace, such as
Falls, Electrocution, Caught-In Between, Struck-By, Amputation, Ergonomic, Workplace Violence, and
Lead and Silica exposures.
- Deliver or arrange for the delivery of OSHA’s 10 and 30-hour Construction and General Industry
courses.
- Work with OSHA to provide expertise to develop workplace safety and health curricula on Falls,
Electrocutions, Caught-In Between, Struck-By, Amputations, Lead and Silica exposures, Ergonomic,
and Workplace Violence hazards.
- Work with OSHA to certify ALFRED E. SMITH HS instructors in the OSHA Construction and General
Industry Train-the-trainer courses, so that they will be able to deliver the 10 and 30-hour
courses, and provide the students with the 10 and 30-hour course completion cards.
OSHA and ALFRED E. SMITH CTE HS will work together to achieve the following
outreach and communication goals:
- Work with OSHA to provide expertise in developing ways of communicating information on the
recognition and prevention of workplace hazards, including print and electronic media and OSHA’s
and ALFRED E. SMITH CTE HS’ websites, to teachers and students.
- Speak, exhibit, or appear at OSHA’s and ALFRED E. SMITH CTE HS’ conferences, local meetings, or
ALFRED E. SMITH CTE HS’ events, such as Career Days and Safety and Health Fairs.
- Share information among OSHA personnel and Teachers regarding ALFRED E. SMITH CTE HS best
practices or effective approaches and publicize results through outreach by ALFRED E. SMITH CTE HS
and OSHA, and through OSHA- or ALFRED E. SMITH CTE HS-developed materials, training programs,
workshops, seminars, and lectures
OSHA and ALFRED E. SMITH CTE HS will work together to achieve the following
goals related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever ALFRED E. SMITH CTE HS leaders address groups.
- Convene or participate in forums, round table discussions, or stakeholder meetings on the
effectiveness of different communication modes as applied to various audiences, with respect to
safety and health topics, to help forge innovative solutions in the field of safety and health
training.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and
communication and promoting a national dialogue on workplace safety and health. These Alliances have
proved to be valuable tools for both OSHA and its Alliance participants. By entering into an
Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the
Agency enter into an Alliance with the purpose of promoting a particular party’s products or
services.
An implementation team made up of representatives of each signatory organization will meet to
develop a plan of action, determine working procedures, and identify the roles and responsibilities
of the participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance. At least one of these
meetings will be in person.
This agreement will remain in effect two years. Any signatory may terminate it for any reason at any
time, provided they give 30 days written notice. This agreement may be modified at any time with the
concurrence of all signatories.
