The Occupational Safety and Health Administration (OSHA), New Hampshire
Department of Environmental Services Consultation Program (NH-DES-CP) and Public
Service Company of New Hampshire (PSNH) recognize the value of establishing a
collaborative relationship to foster safer and more healthful American
workplaces. OSHA, NH-DES-CP and PSNH hereby form an Alliance to provide PSNH
customers and others with information, guidance, and access to training
resources that will help them promote health and safety, particularly in
reducing and preventing injuries and illnesses such as but not limited to falls
and electrical shocks, during natural environmental emergency occurrences such
as but not limited to floods, ice storms, snow storms, wind storms, etc. In
developing this Alliance, OSHA, NH-DES-CP, and PSNH recognize that OSHA’s State
Plan and Consultation Program partners are an integral part of the OSHA national
effort.
OSHA, NH-DES-CP and PSNH will work together to achieve the following training
and education goals:
- Work with OSHA to provide joint expertise to develop training and education
programs for emergency response workers and the general public regarding safety
and health issues such as but not limited to fall and electrical hazards
related to emergency response and follow-up work during and after the
occurrence of natural disasters.
- Use the developed material and expertise to communicate such information to
employers, employees, and the general public responding to emergency responses
and follow-up work during and after the occurrence of natural disasters.
- Deliver or arrange for the delivery of safety and health information
relating to emergency response issues such as but limited to the information
contained in OSHA’s Quick Cards and Fact Sheets.
OSHA, NH-DES-CP and PSNH will work together to achieve
the following outreach and communication goals:
- Work with OSHA to provide joint expertise in developing information on the
recognition and prevention of workplace hazards, and in developing ways of
communicating such information (e.g. print and electronic media, electronic
assistance tools, etc.) to utility workers, emergency responders and the general
public.
- Speak, exhibit, or appear at PSNH local meetings, or other training events.
- Share information among OSHA personnel and industry safety and health
professionals regarding PSNH’s best practices or effective approaches.
- Promote and encourage PSNH participation in OSHA’s cooperative programs such
as compliance assistance, Voluntary Protection Program (VPP), Consultation, and
the NH-DES-CP’s Safety and Health Achievement Recognition Program (SHARPS).
- Work with other Alliance participants on specific issues and projects
concerning hazards related to natural disasters that can be addressed and
developed through the Alliance Program.
- Encourage PSNH’s workers to build relationships with OSHA’s Area Office to
address health and safety issues encountered by PSNH workers during work
activities when responding to natural disasters.
OSHA, NH-DES-CP and PSNH will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace
safety and health whenever PSNH representatives address groups.
- Develop and disseminate safety and health information relating to hazards
occurring during natural disasters.
- Convene or participate in forums, round table discussions, or stakeholder
meetings on work safety and health issues related to responses and follow-up
work to natural disasters to help forge innovative solutions to safety and
health issues.
OSHA’s Alliances provide parties an opportunity to participate in a
voluntary cooperative relationship with OSHA for purposes such as training and
education, outreach and communication and promoting a national dialogue on
workplace safety and health. These Alliances have proven to be valuable tools
for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does
the Agency enter into an Alliance with the purpose of promoting a particular
party’s products or services.
An implementation team made up of representatives of both organizations will
meet to develop a plan of action, determine working procedures, and identify the
roles and responsibilities of the participants. Team members will include
representatives of OSHA’s Directorate of Cooperative and State Programs. In
addition, the team will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement shall remain in effect for two years. Any signatory may terminate
it for any reason any time, provided they give 30 days written notice. This
agreement may be modified at any time with the concurrence of all signatories.
