AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
CONCORD AREA OFFICE,
NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES CONSULTATION PROGRAM,
AND
UNITED ASSOCIATION OF JOURNEYMEN & APPRENTICES OF THE PLUMBING & PIPEFITTING INDUSTRY OF THE U.S. & CANADA

The Occupational Safety and Health Administration (OSHA), the New Hampshire Department of Environmental Services Consultation Program (NH-DES-CP) and the United Association of Journeymen & Apprentices of the Plumbing & Pipefitting Industry of the U.S. & Canada (Local 131) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, NH-DES-CP and Local 131 hereby form an Alliance to help advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of construction safety and health including but not limited to, falls, struck-by, caught in or between, and electrical hazards. In developing this Alliance, OSHA, NH-DES-CP and Local 131 recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA, NH-DES-CP and Local 131 will work together to achieve the following training and education goals:
  • Work with OSHA to provide information and guidance that will help protect employee’s health and safety by reducing and preventing construction related hazards such as falls, struck-by, caught in or between, and electrical hazards, and to provide expertise in communicating such information to employers and employees in the industry.

  • Work with OSHA on specific guidance for developing, implementing, or improving safety and health programs that will meet alliance goals.
OSHA, NH-DES-CP and Local 131 will work together to achieve the following outreach and communication goals:
  • Work with OSHA to share information through educational opportunities that provide the best and most current information.

  • Work with OSHA to provide opportunities for Local 131 members, with industry-specific expertise in developing, implementing, or improving safety and health programs, to participate in stakeholder groups and other forums and provide input into the development of programs and guidelines for the workplace.

  • Seek joint opportunities with OSHA to develop and disseminate information at conferences, events and/or through printed or electronic media.

  • Promote opportunities to speak, exhibit and/or appear at local or regional conferences, local meetings and/or other events in order to demonstrate the effectiveness of the programs.
OSHA, NH-DES-CP and Local 131 will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever Local 131 leaders address groups.

  • Participate in forums and roundtable discussions to help in the development of innovation of solutions to address these issues in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. Implementation team members will include representatives of OSHA’s Directorate of Cooperative and State Programs. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
