AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION U. S. DEPARTMENT OF LABOR AND THE COMMONWEALTH OF MASSACHUSETTS DIVISION OF OCCUPATIONAL SAFETY AND THE COMMONWEALTH OF MASSACHUSETTS HUMAN RESOURCES DIVISION |

The Occupational Safety and Health Administration (OSHA) and the Commonwealth of Massachusetts, Division of Occupational Safety (DOS) and Human Resources Division (HRD) recognize the value of establishing a collaborative relationship to foster safer and healthier American workplaces. OSHA, DOS and HRD hereby form an Alliance to provide employees and others in the Commonwealth of Massachusetts with information and guidance that will help protect employee safety and health, particularly in reducing and preventing exposure to the following hazards: trenching, confined space entry, bloodborne pathogens (BBP), and lockout/tagout (LOTO). The Alliance will also provide participants with information and guidance in the use of appropriate personal protective equipment (PPE) to prevent hazardous exposures. In developing this Alliance, OSHA, DOS and HRD recognize that Consultation Projects are an integral part of the OSHA national effort. OSHA, DOS and HRD will work together to achieve the following outreach and communication goals:
An implementation team made up of representatives of all three organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the concurrence of all signatories.
