Other federal agencies have adopted regulations which may impact occupational hazards from pyrotechnics. These include the following:
Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
Note: These are NOT OSHA regulations. However, they do
provide guidance from their originating organizations related to worker
protection.
- Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). ATF is authorized to
inspect the site of any accident or fire where there is reason to believe that explosive materials were involved. Other Federal agencies, or state and local
agencies, might also investigate such incidents, depending on the circumstances.

Federal Explosives Law and Regulations, ATF P 5400.7 (09/00). The Bureau of Alcohol, Tobacco, Firearms and
Explosives (ATF) announces official rulings and procedures, decisions, legislation, administrative matters, and other items of general interest. It publishes a Quarterly Bulletin, Explosives Industry Newsletter and the "Orange Book", as ATF
P 5700.7 is commonly called. Online regulations are included as Subpart K - Storage. General Information includes questions and answers of interest to the industry regarding permits, and the ATF List of Explosives.

ATF Variance Request. ATF occasionally gets requests to temporarily store fireworks in a vehicle prior to the staging of a large event such as the
Fourth of July. Variances are approved and this newsletter lists the minimum conditions which must be observed.

Note: These are NOT OSHA regulations. However, they do
provide guidance from their originating organizations related to worker
protection.
- 15 USC 2064. Fireworks that are intended solely for commercial
use, such as fireworks used in public displays, are not covered by these regulations. However, any professional or display
fireworks device which contains a specific defect that presents a risk to consumers, such as those observing displays, may be
subject to the provisions of Section 15 of the Consumer Product Safety Act, 15 U.S.C. Part 2064.
