Hazards/Solutions:
Workers may fall into open bins, bunkers, or hoppers
if hand rails or platforms are not in place, or if the lighting, exits,
or other safety devices are not adequate. Workers may also become
injured if equipment becomes unstable due to lack of guard rails or
bumper stops.
Open bins, bunkers, and hoppers with upper edges less than
three feet above the working level must be equipped with standard
handrails and toe boards, or have their tops covered by a substantial
grill or grating.

Where automotive or other
wheeled equipment is used to move materials into bins, bunkers, and
hoppers, adequate guard rails must be installed along each side of the
runway, and a substantial bumper stop installed when necessary. 1910.265(c)(23)(ii)
Fuel houses and bins need to have
adequate exits and lighting, and all necessary safety devices. 1910.265(c)(23)(iii)
Where needed, fuel houses and bins must have a standard
railed platform or walkway near the top. 1910.265(c)(23)(iv)
