Inspection Procedures.

21. Chipping. The CSHO shall determine whether the following
requirements are met:
a) Chipper access covers or doors are not to be opened until the drum or disc is at a
complete stop.
b) The chipper is shut down and locked out in accordance with the requirements of 29
CFR 1910.147 when an employee performs servicing or maintenance. 1910.147(c)(4)(i)
requires the use of a documented lockout procedure and 1910.147(c)(7)(i) requires the
training of employees. Unlike 1910.147, however, this standard does not allow the use of
tags.
c) Detached trailer chippers are chocked during usage on any slope where rolling and
sliding of the chipper is reasonably foreseeable.
