eTools Home : Incident Command System (ICS) Viewing / Printing Instructions | Credits ICS Unit Guide This guide is for the purpose of outlining the required units and sizes for handling an incident. Some of the units in the chart below are not found in the this ICS eTool but are mentioned here to illustrate that the ICS can be used as a guide to fulfill all the needs of an incident and can be dynamic in structure. The following sections list unit positions and gives suggested numbers based on number of divisions. Command Operations Planning Logistics Finance/Admin   Command Incident Commander - one per incident. Unless incident is multi- jurisdictional. Multi-jurisdictional incidents establish Unified Command with each jurisdiction supplying individual to represent agency in Unified Command Structure. Incident Commander may have Deputy. Command Staff Officer - one per function per incident. Command Staff may have assistants as needed. Agency Representatives report to Liaison Officer on Command Staff. INCIDENT BASE RECOMMENDED MINIMUM PERSONNEL REQUIREMENTS (PER TWELVE (12) HOUR OPERATIONAL PERIOD) (If camps are established, the minimum personnel requirements for the Base may be modified or additional personnel may be added to support camps.)
